Administrative cases under Art. 20.29 Code of Administrative Offences. April 2023

Due to the increase in the number of administrative cases under Art. 20.29 of the Code of Administrative Offenses (production and distribution of prohibited materials), we combine such cases into a single list for each month. The data are given without taking into account the decisions of the courts, which we consider to be clearly unlawful.

• On April 22, 2023, the Krasnoarmeisky District Court of Volgograd fined Dmitry Krylov, deputy of the Volgograd City Duma, 3,000 rubles for publishing on the Internet a fragment of an anti-Semitic video by the Counterrevolution group “They are strangers”, recognized as extremist by the Sovetsky District Court of Nizhny Novgorod and included in the federal list of extremist materials. According to Krylov, he did not offend anyone, and called the incident a "political order" in order to withdraw him from participating in the autumn elections to the city parliament. Krylov appealed the court’s decision, but in June 2023 the Volgograd Regional Court left the complaint unsatisfied and the decision unchanged.

In addition, another report was drawn up against Krylov for anti-Semitic statements in another issue of the Eros program for the mass distribution of extremist materials. The session of the Krasnoarmeisky District Court is scheduled for June 27.

A protocol was also drawn up against the Krylovs under Art. 20.3.1 of the Code of Administrative Offenses (inciting hatred or enmity) for anti-Semitic statements in the issue “Citizens want to know” (Quote: “Only Jews consider others to be subhuman. Only ... they deceive and destroy the other population without feeling the slightest pity for them. So as conscience and morality are not spelled out in their holy scriptures.Because they serve not the creator, but their creator, that is, the devil.This is the only people, or, let's say, these are the only entities that are hated by all the peoples inhabiting the territories of the globe. In June 2023, the Krasnoarmeisky District Court of Volgograd acquitted Krylov.

• On April 10, 2023, the Industrial District Court of Barnaul fined Stanislav Bedarev 1,000 rubles for posting a video on a social network, included in the Federal List of Extremist Materials.
