Marchenko’s address indicates the double name of the street - theatrical (Gorky). Meanwhile, the document was dated 2019, and by that time the former street Gorky by that time was already returned to its pre -revolutionary name theatrical, so the double name in this context looks rather strange.
And finally, the application is addressed to the head of the USBU Dmitry Borisovich Yarmak. He really held this position, but only until July 2016. From April 2017 to May 2019, Yarmak was an authorized person of the President of Ukraine for the control of the activities of the SBU. The statement demonstrated on the air of Channel One was dated February 2019.
So the Bezsonov is partly right: this story speaks of the whole system - who works there, how they relate to their duties. Only about the system is not the SBU, but the Channel One.
