The State Duma adopted a law that will kill stray animals

State Duma deputies adopted in final reading a law on granting the right to regions to choose a way of combating homeless animals. Previously, all methods were spelled out in the Federal Law, which prohibited the death of animals. Now this ban does not apply, since the law is made to the law - the final decision on the methods of handling street animals will be made at the level of the subject.

The procedure for working with animals without owners will now establish regional authorities, as well as determine the list of measures to fight. Now, under the capture of animals, the provisions of the Federal Law “On Responsible Address of Animals” may not be applied, which says that it is forbidden to “use substances, drugs, methods, technical devices that lead to injuries, injuries or the death of animals”.

The new law adopted on July 12 introduces a phrase into the Basic Federal Law, which actually gives the regional authorities with great powers in this area than federal officials have. According to the text of the amendments, it is allowed to handle animals in accordance with the methodological instructions of the Government of the Russian Federation, "unless otherwise established by legislative acts of the constituent entities of the Russian Federation." That is, thereby deputies allowed the regions to enter their discretion and ignore the ban on the federal law to kill and injure animals.
