The Secretary of the Council of People's Commissars, Nikolai Patrushev, said that the Russian authorities, which are legalized by the “parallel import”, is preventing the development of domestic developments. It is quoted by TASS. According to Patrushev, the further use of the mechanism should be justified.

“The absence of justification for the further use of the parallel import mechanism, which largely fulfilled its role in stabilizing the situation in the market market,” he said, does not help increase innovative activity in the real sector of the economy.

Patrushev noted that domestic companies often do not use scientific and technical potential for promising developments, but instead continue to "focus on the purchase of ready-made foreign products."

Bloomberg economist Alexander Isakov, in a conversation with The Insider, said that the removal of restrictions on “parallel imports” and preferential loans for importers and the increase in the standards for the duty -free package - measures that were aimed at extinguishing the splash of inflation in 2022, and the inflation remains high.

“Although inflation remains high, the government will gradually abandon these measures, redistributing part of the income in favor of local manufacturers and retail networks.

In the past, such mechanisms really partially stimulated the localization of production, for example, production of cars, but such an effect is not guaranteed - the limitation of “parallel imports” can lead to an increase in profits without an increase in investment or release ”.

The Russian government legitimized the “parallel import” on March 30, 2022. The goods included in the list for “parallel import” promised to apply the international principle of “exhaustion” of the rights to the trademark, that is, after the first sale of original goods, they can be imported into the Russian Federation without the permission of the owner.

The scheme, legalized by the authorities, contradicts the national basis of copyrighted in Russia, in which the copyright holder must control all deliveries, can prohibit the import of the goods and demand up to 5 million rubles of compensation in case of violation of the conditions of import. According to “parallel imports”, Apple Inc products are imported into Russia, which in March 2022 stopped selling the iPhone and other products in Russia.

Prime Minister Mikhail Mishustin substantiated this measure "the need to satisfy the demand for goods containing the results of intellectual activity." At the same time, the Federal Antimonopoly Service (FAS) proposed legalizing the “parallel import” back in 2018, but in the end it was introduced only with the start of strict sanctions after a full -scale invasion of the Russian Federation into Ukraine.
