According to the special services, a terrorist cell, consisting of six citizens of one of the states of Central Asia, participated in the preparation of the attack. The FSB claims that the “coordination of activity” of the group was carried out from the territory of Ukraine, and the participants “after the commission of a crime in the Russian Federation planned to leave to Turkey, from where they intended to cross to Ukraine”.
