Representatives of Armenia and Azerbaijan for the first time reached an agreement on the delimitation of the state border between the countries. As stated in the statement, which was published both on the website of the Armenia Foreign Ministry and in the Azerbaijani media , “the parties previously agreed on the passage of individual segments of the border line directly between the settlements of Baganis (RA) - Baganis Ayrym (RA) - Ashagi Askipara (RA), Kiranzi (RA) - Khiimli (AR) and RA) and RA) - Kyzyl Gadzhila (AR), in order to bring them in line with a legally justified inter -republican border that existed within the framework of the Soviet Union at the time of its collapse. ”
The agreement was reached during the eighth meeting of the state commissions of the two countries to delimit the state border, which took place on April 19. The parties agreed that "the description of these segments of the border line will be compiled taking into account the clarification of the coordinates on the basis of geodetic measurements on the ground, which will be executed by the appropriate protocol description." This document must be agreed and signed until May 15, 2024. In the process of delimitation, the parties will be based on the 1991 Alma-Ata declaration.
In the future, it is planned to continue the process of delimitation of all other sections of the border, including on the issues of enclaves and excels, the joint statement notes. The office of Armenpress Prime Minister Armenia said that we are talking primarily about the Armenian village of Artsvashen, which is under the control of Azerbaijan. “Artsvashen is part of the sovereign territory of our country. We are going to substantiate the existence of an exclus/enclave of Artsvashen in the process of delimitation, and the Government of the Republic of Armenia has such justifications, after which the process of delimitation around the artsvashen will already be carried out. What political solution will be given to the problem after the statement of this fact is another question. In the process of delimitation, it should first be justified by the presence of excels/enclaves, ”the Prime Minister’s office said in a commentary. They assured that the border would be drawn in such a way that the border Armenian villages would not lose vital roads.
From the explanations given to reporters in the prime minister’s office, it should also be that the border will run closer to several Armenian settlements than now. In addition, several villages will be transferred under the control of Azerbayzhan, which are currently controlled by Armenian forces.
“Azerbaijan is still very close to these villages, and they are under a direct sight. Yes, as a result of this process, the Border Service of Azerbaijan will be even more close to the villages of Kirantz and Sukepar, but their villages and ours will be divided by a demarcated state border. This is a key factor, and let's not forget that border guards will be carried out by border guards of the Republic of Armenia. <...> Azerbaijan receives two and a half of the village belonging to him, because the entire territory of the village of Kyzyl-Dazhili, a significant part of the territory of the village of Ashagi-Askipara and was previously under the control of Azerbaijan, ”the Prime Minister’s office said.
