

Vladimir Putin signed two decree regarding the activities of the Presidential Administration. One of them concerns officials in the AP, and the other says "about some issues of the Presidential Administration."
Thus, Putin approved five new departments in AP. They relate to the issues of monitoring and analysis of social processes, national naval policy, the formation and activities of the State Council, stateliness in the humanitarian sphere and in the field of the defense industry.
In turn, the Office for ensuring the activities of the State Council (UGS) is abolished, its functions are divided between new administrations: the Office for Monitoring and Analysis of Social Processes and Management on the formation and activities of the State Council.
Alexei Dyumin, who became Putin’s adviser, will oversee two management: on issues of the formation and activities of the State Council and on state policy in the field of defense industry. Sergei Kiriyenko will remain a curator of four departments, including the new department for monitoring and analysis of social processes.

The Office for National Marine Policy will be oversee by Presidential Assistant Nikolai Patrushev, who was previously Secretary of the Security Council. In addition, Vladimir Medinsky will become the curator of the state policy in the humanitarian sphere, and Maxim Oreshkin will oversee the expert administration. From the structure of the presidential administration, the position of special representative of the President of the Russian Federation in Ukraine is excluded.
As political analyst Mikhail Komin noted in an interview with The Insider, the disbandment of UGC is really the most significant change in those that happened inside the presidential administration:
“It was, so to speak, a super -government. UGC accumulated quite a few different functions in the fact of monitoring what is happening in regional politics. Through it, both additional supervision of the Governor Corps, and their assistance and control of what they do during election campaigns were carried out. This was the main task of this management.
As we see, now it has been disbanded for two. What is called the monitoring department of social processes, as I understand it, is the main part, together with Kharichev. All the functions that previously belonged to the UGC in terms of ensuring monitoring for what is happening in the regions will be transferred to it: sending signals to the governors that something is not so in fact, as well as assistance in the elections.
Under Dyumin, management was allocated, which will engage in very bureaucratic, a little economic work related to ensuring the functioning of the State Council. It seems to me that it will form a summons of this organ, send everyone invitations, maybe oversee some blocks inside the State Council. Say, these can be groups of such as promoting innovative development or, conversely, the assistance of other regions of the Belgorod and Voronezh region to strengthen the border. But, I repeat, all the political meaning will go into the new Kharichev management. ”
All this happened, as the Comin believes, because Dyumin was moved in the ap from the governor’s post and “cannot be left without a team, in fact without any functionality”:
“They created this management, gave him the opportunity to gain a certain number of people who will help him like to oversee the State Council. But, of course, this will still not be for him some big political position. The State Council is a fairly dead structure, no important decisions within this body are made. It is mainly created so that Putin listens several times a year how governors report their successes. In fact, this body replaces ordinary communication between the federal center and regions, but with the focus on the president itself.
Exactly according to the same logic, the Office on the issues of national marine policy appeared. Mr. Patrushev was moved from the Security Council to a position within the presidential administration, which does not imply any portfolio. There is the concept of “minister without a portfolio” in the sense that this is a minister who does not manage budgets and he does not have his own team, he cannot hire anyone de facto. Therefore, Patrushev and Dyumin, how, nevertheless, regarding the status persons within the Russian political elite, was given control.
Honestly, what will be done by the administration of national marine policy is completely clear, but the point is that it will be Patrushev’s management. That is why a man who worked with him at the Security Council came there.
Medinsky was additionally given management as a well -deserved frame of the Putin vertical. Maybe because he asked, or maybe he was very upset due to the fact that Dumin and Patrushev were appreciated more than him.
As a result, we had a change within the structure of the Presidential Administration, when earlier people in positions that did not mean the presence of a direct submission to them any structure within the AP received it. Previously, the administration was supervised and directly responsible for them who had a higher position than an assistant or adviser. Most likely, this change is compensatory. It is caused by the fact that the resource heavyweights of the Russian Putin vertical was shifted from the positions that they occupied. In order to make them less offensive and in general to shorten a certain negative train of this displacement, they were compensated by their losses in the form of their subordinate departments. ”
