Earlier, parliamentarians proposed making appropriate amendments to the laws on countering extremist activities and on advertising.
On July 25, 2024, the State Duma adopted in the first reading draft amendments to the law on countering extremist activities and the law on advertising.
The authors of the bill propose to stipulate in Art. 12 of the law on combating extremist activities prohibits the use of not only public networks, but also information and telecommunication networks, including the Internet, for such activities. In addition, parliamentarians want to include in the same article a ban on placing advertisements on the information resources of organizations, public or religious associations that have been recognized as extremist. The advertising law also proposes to stipulate a ban on the distribution of advertising on the resources of organizations recognized as extremist, terrorist or undesirable.
In the explanatory note, the need to introduce such a law is justified, in particular, by the fact that “some Russian users, by using technologies to circumvent access restrictions on the Internet, continue to use the information resources of Instagram and Facebook, which creates the opportunity for the owners of such illegal information resources to receive income from advertising distribution."
Amendments were submitted to the State Duma for consideration by a group of parliamentarians led by Deputy Alexander Khinshtein and Senator Andrei Klishas on June 21, 2024. On July 23, the Committee on Security and Anti-Corruption recommended adopting the bill in the first reading.
