On July 10, Ukrainian President Vladimir Zelensky, during a speech at the Reagan Institute in Washington, proposed holding a second peace summit to resolve the conflict with Russia.

After the first summit in Switzerland in June, Putin held his own summit with Kim Jong Un in Pyongyang to get more artillery for the war, he said.

“We must respond to this firmly and can organize a second peace summit this year, based on the peace formula, even more powerful and decisive. And we need US support here,” Zelensky said.

The attempt to organize a meeting ahead of the US elections scheduled for November 5 indicates a sense of urgency on the part of Ukraine as it faces the prospect of Donald Trump returning to the White House, Bloomberg writes. The fact is that the Republican presidential candidate said that if he wins, he will end the war by the time of his inauguration in January, and also opposed the continued military support of Kyiv from the United States.

In addition, the agency's sources claim that this time the Ukrainian side wants to invite Russia to the summit, which was not invited to the last meeting. Previously, because of this, several countries refused to participate in the first summit, including China and Saudi Arabia.

Moreover, the Spanish newspaper El Pais published an allegedly confidential report by Hungarian Prime Minister Viktor Orban, in which he reports to the leadership of the European Union on the results of his trips to Kyiv, Moscow and Beijing. According to the publication, Orban claims in the report that Putin and Xi Jinping expect peace negotiations between Russia and Ukraine by the end of 2024.

“Based on my conversations, I believe that there is now a greater chance that all possible proposals for a ceasefire and a road map for peace negotiations will be received positively,” Orbán said in the report. According to the Hungarian prime minister, the new US president elected in November “will face pressure to quickly achieve a political result even before taking office.”

Russia does not plan to attend the second world summit

The Russian authorities have already announced that they will not take part in the peace conference. According to Deputy Foreign Minister Mikhail Galuzin, “everything is very clear” about the content of such an event; the previous rhetoric will be heard there in the vain hope of pushing through an absolutely dead-end and ultimatum “formula.”

“We do not accept such ultimatums and are not going to participate in such “summits,” said Galuzin.

What happened at the first peace summit in Switzerland

The first peace summit took place in Switzerland on June 15–16, and was attended by over 90 states and eight international organizations. At the summit they discussed the “peace formula” - the points that, according to Kyiv, must be fulfilled in order to end the war.

The final communique of the summit reflected positions on three points - the exchange of prisoners, as well as nuclear and food security. In particular, it stated that Ukrainian nuclear power plants, including Zaporozhye, must operate under the control of Kyiv and the supervision of the IAEA and that any threat or use of nuclear weapons is unacceptable. Also, all captured military personnel and all abducted children and civilians must be returned to Ukraine.
