The United States Agency for International Development, USAID) was created in the early 1960s to manage the US humanitarian aid program abroad. John Kennedy established him in the midst of the Cold War, including to counteract the influence of the USSR. Critic: Essenes accused USAID of supporting authoritarian regimes to maintain the influence of the United States. For example, Chilea governments in Pinochet, where USAID assisted the regime, despite the common human rights violations and the power seizure of power by the military.
After the collapse of the USSR, the agency actively deployed a network of projects in the countries of the former Soviet Union. For example, with his support, Russian doctors: neither went to Africa countries to gain experience in the fight against an HIV epidemic. In Georgia, the organization helped restore the economy, tourism business, and also supported the functioning of some universities in the country. A number of USAID projects have deployed in Central Asia, where the emphasis was placed on solving problems of citizens: OK to electricity.

By the beginning of the year, about 10 thousand people worked in USAID, two -thirds of which were abroad. The agency has representative offices in more than 60 countries, but most of the local work is performed by other organizations that are financed by the USAID under the contract. Although the main goal of the organization in 2025 was proclaimed “protection” and the promotion of “security, prosperity and democratic values of the United States”, as well as the formation of an “international environment in which all American: ki can flourish”, the agency’s assistance went to many social programs, not related directly to the interests of the United States.
US President Donald Trump and his supporter Ilon Musk accuse USAID of an uncontrolled waste of taxpayer: C, despite the fact that the department regularly provided public reporting. In addition, he was accused of promoting the "communist and Woke-pounds." Immediately after the creation of the so -called "Department of Government Efficiency", Musk began to destroy the USAID programs.
On Monday, February 3, collaborated: Tsy USAID received a letter from the management with a request not to come to work at the Washington headquarters. How much such a mode of operation will last is unknown. So far, workers: TSE agency, most of which - civil servants, work remotely. At the same time, the plans to close the USAID Musk expresses directly. Earlier, the media reported that the Mask department sought to access the closed information of the agency, in which the USAID Directorate refused.
Since February 3, the agency is temporarily led by Trump's supporter Marco Rubio, who was headed by the US State Department. Probably, this purpose is a step towards the liquidation of the agency through a merger with the State Department. The press release on the appointment of Rubio is accompanied by the assertion that the agency "has long deviated from the initial mission of the responsible promotion of American interests abroad." On the same day, the USAID page with a million subscribes was removed in the social network belonging to the social network of the X (formerly Twitter).

During the first period, Trump said that he liked the “concept” of USAID, but not its implementation: “They turned out to be radical left -wing madmen. The concept is good, but it's all about people. ” But then the dissatisfaction of Trump did not go beyond the words.
This time, USAID was almost the main goal of Trump's attack in the early days of the presidency. The White House website provides “only a few examples of expenses and abuses:
$ 1.5 million for “promotion of equality and inclusion in the working environment and business communities of Serbia”
70,000 dollars for the production of the "musical Dei" in Ireland
2.5 million dollars for electric cars for Vietnam
$ 47,000 for transgender opera in Colombia
32,000 dollars for a "transgender comic" in Peru. "
According to the critic: the agency’s closure of the agency, these amounts are selective and relatively small, while the main part of the USAID budget is spent on healthcare systems, vaccination and infrastructure projects. USAID finances a very wide range of campaigns : from the psychological support of the Ukrainian military to the restoration of education in Iraq, including the development of accelerated education and the provision of school supplies to children. In addition, the agency supports non -governmental organizations, independent media and social initiatives. So, the USAID donated $ 3.23 million BBC Media Action by the BBC Media Actia in 2024, becoming the second largest donor. The organization supports media in order to reduce misinformation in 35 developing countries.

The United States is still the largest international sponsor of development programs, including in Ukraine. After the start of the full -scale invasion of Russia, the USAID spent almost $ 40 billion on the restoration of energy infrastructure, mine, education, vaccination, media support, farmer: Kam and Veteran: Kam.
Some left speaker: Ki consider the efforts of the United States to “promote democracy” abroad, including through media financing, at best “liberal handout”, and at worst - manipulation. Ryan Grim, a journalist-investigator and founder of Drop Site News, believes that USAID often directly intervenes in the policy of other countries. Thus, non -profit organizations supported by USAID during the presidential election in Romania campaigned against the right candidate. Grim believes that after the reorganization and possible merging with the State Department, the agency can continue such an intervention, but already in the interests of the right forces. The journalist concludes that humanitarian initiatives should not depend on the agency, "whose actual mission is to intervene in the domestic policy of our allies and opponents."
Previously, USAID was also criticized by the fact that the reforms supported by them in developing countries were cosmetic in nature, and the ruling regimes did not bother the construction of more stable social institutions for supporting citizens: approx.
In Russia, the USAID activity was banned back in 2012 under the pretext that foreign assistance in the country is no longer required. But the real reasons for the ban could be fear of protests on Bolotnaya. “They consider the USAID efforts in Russia as the main source of NGO financing, which are concerned about the elections and the regression of democracy in Russia,” said Stephen Paifer, former US Ambassador to Ukraine in connection with the closure of the department.
Given the disproportionate amount of US financing of international humanitarian initiatives, the liquidation of the agency will be felt all over the world. Opposi: Closing Tws say that the president has no constitutional powers to eliminate USAID. However, it is unclear whether Trump and Mask will stop. After the hints of possible closure at the USAID building in Washington, a rally was held in support of the agency.

USAID support in Washington

One of Trump's first orders after his second inauguration was the suspension of financing for international humanitarian programs for 90 days. Atul Havande, a well -known surgeon, public figure and former head of health programs in USAID for three years, listed a number of initiatives that were frozen after the termination of financing. Among them, the fight against the fever of Marburg in Tanzania and the flash of the MPOX virus in West Africa, monitoring of bird flu in 49 countries, medical care, which requires more than 90 million women and children for vaccination, prenatal care, safe births and contraception.
The budget of a number of the largest agencies of the UN will be significantly reduced : the World Food Program, the Office of the Supreme Commissar of the UN for refugees: OK, which received more than half of the budget from USAID, as well as the UN Fund and the UN children's fund (UNISEF), will suffer. which came from the USA. This means that the programs of assistance to the most vulnerable groups may be at risk of closing.
The countries of Central and South Africa south of Sahara will suffer more than other regions: last year they were assisted in the amount of more than $ 6.5 billion. So, the patient: Ki with HIV turned to the clinics financed by the United States - now their work is in doubt.
Ukraine is one of the largest recipients of USAID assistance. The suspension of financing can lead to a reduction in social programs for which the country has received more than 34 billion euros over three years of war. Financing will lose the support program for veterano: K and educational initiatives. About 60% of Ukrainian journalist: they expect the closure or significant reduction of the work of independent publications due to the stopping of financing. According to the agency, some of the Ukrainian projects will be included in the list of exceptions and their support will continue.
American voter: Nitsa partially agree with the new administration that social programs are required primarily within the country. According to surveys of the AP-Norc Center, 6 out of 10 citizens: OK in the United States in 2023, it was believed that the government as a whole spent “too much” on foreign assistance. The same share of the respondents noted that the country spends “too little” on internal problems, including education, healthcare, infrastructure, social support.
However, the liquidation of one of the departments will hardly solve the social problems of the American: approx. Charles Kenny’s senior researcher at the Global Development Center in 2022 noted that, although a significant part of the USAID help is plundered by local officials: tsami in recipient countries, the responsibility for this lies on the American authorities and NPOs who receive money for the implementation of projects and cannot control the expenditure of funds. 79% of contracts for the implementation of assistance are received by American companies, state bodies and NGOs. So, even if this money is redirected to internal grants to solve your own problems, there are no guarantees that the money will be used effectively.
At the same time, the saving in the elimination of USAID will be very insignificant. The financing of the agency is less than 1% of the US federal budget, and this money will be redistributed between other departments or reduced.
