The native of Chechnya Mansur Movlaev was detained in Kazakhstan in the case of extortion in Russia, within the framework of which he was put on the international wanted list, representatives of the defense told The Insider. According to the sources, he blackmail the supporters of the head of Chechnya Ramzan Kadyrov with intimate records with their participation, and now they achieve his deportation to take revenge.
As the lawyer of Movlaeva Rena Kerimova told The Insider, thanks to the intervention of lawyers, it was possible to delay his issuance of Russia, and during this time the defense hopes to prepare documents for a request for political asylum.
“Now Mansur in IvS. Today he will be transferred to an investigative insulator. Today there was a court and he was elected a preventive measure in the form of arrest for 40 days. He was on the international wanted list on the extortion case, which was brought up in Russia. They wanted to issue him to the Russian Federation. We intervened and ensured that he was here for 40 days until the Chechen Republic has sent a request. The materials of the criminal case must come to consider them and decide whether there are grounds for issuing or not. During this time, we want to make it a political refugee - for this we need to collect a package of documents and prepare a statement. ”
In August 2022, the 1adat Telegram channel reported that in June Movlaev was abducted by employees of the Shali District Department of Internal Affairs. As Karimova said, it was then that he had a criminal case of extortion, according to which he was subsequently put on an international wanted list:
“Allegedly, he extorted 50 thousand rubles from someone in the Chechen Republic. They just wanted to put him in jail or kill him. Activists are killed there. He spent 42 days in some shed, not even a pre-trial detention center. From there he escaped. "
Both 1adat and Kerimov associate the persecution of Movlaev with political activism and criticism of the head of Chechnya Ramzan Kadyrov. However, another source familiar with the situation told The Insider that Movlyev was probably associated with the Siydac Telegram channel, which was used for blackmail. The authors of the channel rubbed into confidence in Kadyrov’s supporters and secretly recorded incriminating videos and conversations in which intimate topics were discussed. Later, money was extorted from the victims under the threat of publishing these records on the channel. Now the channel is probably hacked, all the notes in it are deleted.
The fact that the pursuit of Movlaev was associated with this channel, the representative of the Vaifond human rights association also said. According to her, it is precisely for this that the supporters of Kadyrov want to kill Movlaev:
“I will not claim whether he did it really, but he is accused of having a Telegram channel in which he ridiculed Kadyrov’s officials. Either the girl, or the guy rubbed into confidence in them and made records of conversations where there were intimate moments, and then put it in the channel. And so they ridiculed Kadyrov's regime. This is not forgiven. They will not just kill him, he will be tortured before the murder. The fact that it will be killed is 100%. ”
As Movlyev himself said in the video on his You-Tube channel, after abduction in 2022 he was held in an illegal prison, which was in the backyard of the Shali District Department of Internal Affairs. There were no cameras, the room was guarded by two guards replaced in a day. According to Movlaev, he was kept in a separate room as a "particularly dangerous criminal." A month later, he was brought to a meeting with a state lawyer, who told Movlaev that they were going to start a criminal case of extremism, and then officially issue the detention and transfer him to the IVS. As a result, he was able to escape by dismantling the door lock with the help of a nail and crossing the fence. According to 1adat, the case of extremism on Movlaev was nevertheless brought and put him on the federal wanted list, so after the escape he was forced to hide in Russia, waiting for fake documents.
As a result, Movlyev with a fake passport was able to go to Kazakhstan, and a few months later - to Kyrgyzstan. According to Movlaev, lawyers advised him to leave, since Movlaev crossed the border illegally and risked being deported. In Kyrgyzstan, he was detained under the article on the illegal crossing of the state border and sentenced to six months of conclusion with subsequent expulsion. The authorities of Kyrgyzstan also accused Movlaev of the fact that he is a “adherent of radical ideology” and is part of a “sleeping cell from among the previously convicted followers of the terrorist underground”. After the release, Movlaev left for Kazakhstan, where he lived a year and a half.
The current persecution of Movlaev from the Chechen authorities is not the first. In 2020, he was detained and condemned by a drug article (1adat then claimed that the case was fabricated). In 2022, shortly before the new abduction, Movlaev was released.
Both Movlaev and his lawyers have repeatedly stated that he was threatened with death in Chechnya. In particular, during the trial in Kyrgyzstan, the defense insisted on the real term due to fears of detention and torture from the Chechen security officials. Movlaev himself in the last word noted that "he was ready to go to prison for at least ten years in order to save his life." In October last year, while in Kazakhstan, Movlaev recorded a video message in which he stated that his brothers Zelimhan and Hamzat were abducted by the security forces. According to him, they were kept in the police department of the Urus-Martan district and tortured to put pressure on him.
