
The host of the Solovyov Live program, Sergei Mardan, called for the deprivation of pensions of those Russians who do not intend to have children without having any health problems.
“The only thing I propose over and over again on Solovyov Live is that let’s cancel <...> pensions. If you gave birth to yourself and raised children, it means you will have something to eat in your old age. No, you’ll die,” Mardan said on the air of his author’s program.
Mardan later explained that he was “ironic,” but wanted to draw attention to the problem of declining birth rates, including because followers of childfree — the idea of consciously refusing to have children — appeared in Russia.

Since the beginning of the war in Ukraine, propaganda of “traditional values, including childbirth, refusal of sex outside marriage and abortion , has intensified in Russia. At the same time, since December last year, the dissemination of information about the advantages of a childless life, the so-called “childfree propaganda,” has been legally prohibited. For this, fines of up to 400 thousand rubles are provided for citizens and up to five million rubles for organizations. At the same time, you can even be fined for childfree memes on VKontakte. And the Kremlinbots are convincing Russians of the need to ban “ propaganda of childfree ideology ,” since “we don’t need this Western canoe.”
State Duma deputy Nina Ostanina stated that statements like the ideas of Sergei Mardan are unacceptable and contradict the Constitution of Russia. And deputy Svetlana Bessarab noted that childlessness can be associated with objective reasons, while pension provision depends on length of service, and not the presence of children. Bessarab clarified that the authorities are not going to cancel pension payments for Russians.
As “Layout” wrote, the State Duma has already proposed to return the tax on childlessness from the times of the USSR: deputies proposed to collect an additional 3% of personal income tax and 5% of inheritance tax from childless Russians. However, this idea has been abandoned for now. Instead, deputies decided to pay family tax payments to working parents of two or more children. It will begin to operate in 2026.
