The Tver District Court of Moscow decided to arrest two persons involved in the criminal case on the illegal turnover of personal data, Mediazona reports . 32-year-old Mikhail Seifetdinov, who had previously worked at the Ministry of Defense, and 43-year-old Kirill Mironov, who is considered the owner of the Solaris service, were sent to the pre-trial detention center. Both suspects are accused under Part 5 and 6 of Article 272.1 of the Criminal Code of the Russian Federation for organizing a resource for illegal storage and transfer of personal data of citizens.
Based on the materials of the investigation, Mironov and Seyfetdinov organized the Solaris platform, through which individuals were searched and personal information trading. Criminal proceedings were initiated on July 17, and Seifetdinov was taken into custody a week later - July 24. The service has been operating since the mid-2010s and has been in demand among corporate security services, private detectives and collection agencies. In 2021, the Norilsk Nickel company rescued the Solaris services.
The court hearing, as they suppress Mironov, took place in a closed format. His defender announced the ties of the client with the special services, and the representative of the prosecution described him as a former employee of the federal department, without specifying the name of the structure. Sepetdinov, according to his resume, in 2016-2019 was employed at the center for support for Internet resources of the Ministry of Defense, where he was engaged in the creation of multimedia content and web traffic analytics. He also worked in the IT company Eletec and the Moscow Department of Information Technology.
Sefetdinov’s lawyer insisted on the release of the client, referring to his voluntary transfer of all electronic devices and passwords to the investigation. The defense emphasized that the accused is involved in ensuring the country's defense capabilities in the field of nuclear deterrence, so his arrest may interfere with the fulfillment of important tasks.
The case against the organizers of Solaris has become part of the large -scale campaign of the authorities against the “breakfast” services of data, which was intensified at the end of 2024 after the adoption of the law on criminal liability for illegal use of personal information. In mid-July, the Zamoskvoretsky court of Moscow sent the seven defendants in the case about the trade in the databases, full namesakes of at least four defendants in the case-employees of the Data Center of the Ministry of Internal Affairs, in the pre-trial arrest and under house arrest.
