The EU introduced the 19th package of sanctions against Russia: restrictions affected the “shadow fleet”, the Mir payment system and Chinese companies

The European Union introduced the 19th package of sanctions against Russia, aimed at further restriction of Moscow’s income from the war in Ukraine. This was reported on Twitter by the EU Supreme EU on foreign policy and security of Kai Callas. She said:

The new package of sanctions includes a black list of 118 ships that the EU attributes to the Russian “shadow fleet” and their accomplices, as well as a ban on insurance of the listed vessels. Brussels plans to speed up a phased abandonment of Russian liquefied natural gas (LNG) by January 1, 2027. In addition, sanctions will affect the Russian payment system “Mir” and financial circuit of restrictions through cryptocurrencies.

Industrial companies that contribute to income generation for Russia, chemicals, metal components, salt and ore will also fall under new restrictions. The EU expands export prohibitions and tightens export control against Russian, Chinese and Indian enterprises. Callas emphasized that the sanctions will also affect “significant players in third countries, such as China who support the Russian military-industrial complex.” In addition, the “ceiling” for Russian oil is reduced to $ 47.6 per barrel.

The package has a ban on transactions with Gazpromneft and Rosneft, restrictions against new Russian and foreign banks, as well as for the first time against crypto platforms.

In addition, the new package will simplify the procedure for imposing sanctions on persons involved in the kidnapping and ideological processing of Ukrainian children. According to Kallas, "the separation of children from families and their deportation to the re -education camps are not amenable to description." She added that the EU "will not allow Russia to turn childhood into weapons."

In July 2025, the 18th package was adopted, which Callas then called "one of the toughest to date." It included restrictions against 105 ships of the “shadow fleet”, pressure on Chinese banks and sanctions against those who are engaged in “ideological processing of Ukrainian children”.
