The governor of the Vologda region, Georgy Filimonov, said that in September and August 2025, one abortion was performed in the region for medical reasons. There were no abortions in July. According to Filimonov, in September last year, 145 abortions were performed in the Vologda region. The governor added that he is “struggling with a catastrophic rate of population decline.”

In February 2025, Filimonov proposed a complete ban on abortion in the region. The recording of his speech was later deleted. At the end of 2023, the Vologda region has already banned “inducement” to artificial termination of pregnancy and introduced administrative fines. In April 2025, the Prosecutor General’s Office for the first time declared illegal the refusal of medical institutions in the Vologda region to perform abortions. Deputy Alexey Kanaev, who sent a request to the department, said that the region is “not a specific principality, no one is allowed to break the laws.”

In April, Filimonov reported a 13-fold decrease in the number of abortions in the Vologda region in the first quarter of 2025 compared to the same period last year - from 420 to 32. In August, the Russian Ministry of Health prepared recommendations for communicating with women considering the possibility of having an abortion. In particular, doctors are advised to warn patients about health risks.
