In Novosibirsk, the Integrated Center for Social Adaptation of Disabled Persons (CCSAI) has suspended its work due to future modernization and repairs. The authorities propose to temporarily transfer children to the Olesya, Nadezhda and Zarya centers, but Novosibirsk residentsfear that the center will no longer be opened in the usual format, and there will not be enough places for everyone in other institutions.
The main center for adaptation of disabled people in Novosibirsk has an 80-year history - many parents consider it the best free institution in the city for long-term social rehabilitation and adaptation of children and adolescents with disabilities. KTSSAI offered a semi-stationary form of stay with constant classes with defectologists, speech therapists, psychologists and other specialists. In addition, the Center has three departments: children's, adolescent and adult.
Deputy Minister of Labor and Social Development of the Novosibirsk Region Vladimir Mashanov explained that due to the entry into force of the new federal law on rehabilitation, the KTSSAI center currently does not meet the established standards for the provision of such services. The reorganization work is planned to be completed only in the second half of 2026.
Novosibirsk residents sent appeals to deputies, the Ministry of Labor, VORDI (an organization of parents and legal representatives of disabled children and adults with mental and other disabilities who need representation of their interests) and plan to contact the prosecutor's office. They also collected 1,426 signatures on a petition asking not to close the comprehensive center for social adaptation of people with disabilities.
