A participant in the “Time of Heroes” program, Major General Alexander Shuvaev, was appointed vice-governor of the Irkutsk region. Previously, he commanded the 1st motorized rifle (Slavic) brigade of the “DPR”. The unit’s fighters are accused of shooting Ukrainian soldiers who surrendered, Vorstka noted.

The dead prisoners of war were identified in a video published by Shuvaev’s subordinates

On February 15, 2024, the brigade’s telegram channel published a video about the capture of the Zenit stronghold south of Avdeevka. Four days later, the 110th mechanized brigade of the Ukrainian Armed Forces reported that in the battles for this position, due to continuous shelling, it was not possible to evacuate several seriously wounded and dead military personnel.

At the request of the Ukrainian side, the Russian military agreed to evacuate the wounded Ukrainians and provide them with assistance for further exchange, but then, as noted in the 110th brigade, “in a video released by the enemy from the captured Zenit position,” relatives identified three dead soldiers (however, the source of the video was not specified).

Also, according to the 110th brigade of the Ukrainian Armed Forces, at least two Ukrainian soldiers were shot. As a result, the Security Service of Ukraine (SBU) began a pre-trial investigation .

This is evidenced by the OSINT project launched by the Ukrainian authorities on war crimes “The Book of Executioners” and the website Pravoslavie.ru , which covered the transfer of a field mobile church to the brigade less than a year ago.

Also, “The Book of Executioners” connects Shuvaev with Lieutenant Colonel of the same brigade Dmitry Verbiy and Lieutenant Nikolai Tkach, whom he directly accuses of executing prisoners of war in Avdeevka.

On the Time of Heroes website, Shuvaev is named a holder of the Order of Merit for the Fatherland, IV degree with swords, the Order of Alexander Nevsky and three Orders of Courage. As lieutenant governor, he plans to “strengthen social support for families of SVO participants, including affordable health care, and expand employment and housing support programs.”

Let us recall that earlier “Vestka” reported that the technologists of the “Time of Heroes” program were instructed to select the most neutral and dependent military personnel without the aura of army glory.
