Roskomnadzor will introduce AI filtering of Internet content

The project budget is more than two billion rubles

Roskomnadzor plans to create and implement a mechanism for filtering Internet traffic using machine learning. This follows from the department’s digitalization plan, which Forbes reviewed. 2.27 billion rubles are allocated for the development and implementation of the system.

Artificial intelligence to search for prohibited content and VPN

A source close to the office of Deputy Prime Minister Dmitry Grigorenko says that the emergence of such a mechanism “is not surprising.” According to him, machine learning can be used to identify prohibited content and, “even better,” VPN services. At the same time, the interlocutor notes that the effectiveness of the solution and its financial justification, taking into account the refinement of technical means of countering threats (TSPU), remain in question.

From encrypted traffic to “mirror” sites

Positive Technologies information security consultant Alexey Lukatsky believes that the tool can be used to search for encrypted traffic and methods for bypassing blocking, as well as to counter DDoS attacks, cyber fraud, identify prohibited applications and pirated sites.

Comnews Research partner Leonid Konik believes that AI will allow content to be blocked not by addresses, but by semantic criteria.

“Machine learning tools will make it possible to block such content not by Internet addresses, but by words, expressions, sentences or some other characteristics. And at the same time, find those who copied or quoted it,” Konik emphasized in a conversation with Forbes.

More than a million resources are blocked in Russia

With the help of TSPU, over 1 million resources recognized as prohibited in Russia have already been blocked. On average, the system restricts access to approximately 5,500 new network addresses and domains per day, Oleg Terlyakov, deputy head of the RKN, told Izvestia in June 2025.

In addition to TSPU, Roskomnadzor has another blocking mechanism. Since 2012, the department has maintained a register of prohibited sites, which includes resources with child pornography, information about drugs, methods of committing suicide, online casinos, extremist materials and other content prohibited for distribution by the child protection law. Telecom operators are required to restrict access to sites included in this register.
