The head of the Muisky district of Buryatia, Vladimir Dashiev, who also heads the regional operational headquarters for replenishing troops, held a meeting at the end of March at which he openly demanded that entrepreneurs either find new contract soldiers from among their own employees, or use the services of recruiters. The recording of the meeting was published on April 1 by the Telegram channel “Deeper than Baikal”, and later the publication “7x7” drew attention to it.

At this meeting, Dashiev stated that the plan for recruiting contract soldiers for March, sent to the region, was 8 people, but not a single new soldier could be found in the municipality. Upset by this, Dashiev suggested that one of the entrepreneurs present at the meeting should go to war himself, and the second, in response to a question about the legal basis for such a mechanism for replenishing the army, began to scare him with future mobilization and martial law. To another entrepreneur, the owner of a virtually non-working company, where only one watchman remained among the employees, Dashiev said that “his problems do not concern anyone” and demanded either “to go bankrupt quickly” or to provide two people for the army.

As local entrepreneurs say, the matter is not limited to weekly meetings, in which both owners of commercial enterprises and heads of government agencies are required to take part:

“Those who miss headquarters [meetings] are required to provide explanations. They say that they will create problems for us - the tax office, the prosecutor's office - [there will be] fines. People have already received messages with threats of physical violence. They hint to the men that they will be sent to the Northern Military District,” one of them told the Siberian Express Telegram channel.

At the same time, the authorities of Buryatia, through official communities on social networks and controlled media, are advertising the “Made in Buryatia” business forum , which will be held on April 16 in Ulan-Ude. There, guests are promised a plenary session “Buryatia - a Territory of Opportunities” with the participation of the head of the republic Alexey Tsydenov, a master class on “thinking for victories in business and life” from boxer Kostya Tszyu and a negotiation center where suppliers of various goods can agree to sell their products through retail chains in Buryatia and Mongolia.

If the war with Ukraine is mentioned in the announcements of the event, it is very indirectly - among the names of the announced events appear, for example, “Lessons for business in an era of lightning-fast changes.” At the same time, the authorities are openly shifting the task of recruiting new contract workers for the Ministry of Defense to entrepreneurs.

At the end of March, a decree by the governor of the Ryazan region, Pavel Malkov, was published on the legal information portal, according to which all organizations in the region - both public and private - received a six-month assignment to select future contract soldiers for the Armed Forces. A similar scheme is used not only in the Ryazan region, but previously it was not reflected in public documents.
