Russian Prime Minister Mikhail Mishustin signed a decree approving a plan to counter “negative social phenomena” among children and youth - the document is designed for 2026–2030 and covers schools, universities and patriotic associations.

The plan contains 41 activities. Regional education authorities are instructed to annually carry out preventive measures in educational institutions, as well as expand the work of “cyber squads and media patrols.” Reporting on the results of this activity will be sent to the Ministry of Education and the Ministry of Education and Science. In addition, the document obliges the authorities to limit the dissemination of publications about armed attacks on schools in regional media and social networks.

Separately, the order spells out tasks for identifying potentially dangerous teenagers. Regional authorities must “implement measures to identify minors plotting illegal attacks aimed at destabilizing the operational situation.”

Rosmolodezh explained to RBC that “cyber squads and media patrols” in their current form have been operating since 2023. The agency described them as “voluntary associations of youth” at schools, schools, colleges and universities that monitor publications on the Internet for “materials aimed at involving the younger generation in activities that threaten their lives and health,” after which they contact the relevant departments with requests to block the content.
