The head of the economic department of the Pskov region, Andrei Mikheev, admitted the failure of construction: it has not been carried out since June 2025, and the concessionaire ( a subsidiary of VEB ) filed a lawsuit against the Pskov region. A new “road map” has been sent to the federal government for approval, with the deadline for completing the school construction being postponed to the end of 2028, Mikheev said.
