Cyprus extradited Alexey Korotenko, a former member of the board of directors of Ugra Bank, to Russia. At home, he is accused of tax evasion amounting to more than 2.6 billion rubles. Last year he was detained in Cyprus and has now been handed over to a Russian convoy. This was reported by TASS and the Prosecutor General's Office of the Russian Federation .
Official representative of the Ministry of Internal Affairs of the Russian Federation Irina Volk stated that from 2015 to 2019 Korotenko was the head of two commercial enterprises and provided tax authorities with declarations with deliberately false information about contract agreements with controlled legal entities for the supply of building materials and construction and installation work. Criminal cases have been initiated against him under Part 2 of Art. 199 of the Criminal Code of the Russian Federation (Tax evasion on an especially large scale), he faces up to five years in prison.
As The Insider found out using the search database of the Ministry of Internal Affairs and the SPARK system, Korotenko was wanted in at least two criminal cases related to the companies Moscow Television Plant Rubin and Extract-Fili. Security officials believe that he actually managed the companies and provided tax returns with deliberately false information in 2017–2018. In addition, Korotenko, at least until 2021, held senior positions in the Optimatekhnostimul company, which belonged to offshore companies in the British Virgin Islands and owned the Moscow Cheryomushki shopping center. Since 2024, this company has been listed as bankrupt.
In Soviet times, since 1952, MTZ "Rubin" produced televisions under the brands "Sever", "Ekran", "Moscow", "Rubin" and others, but in the late 90s, electronics production was moved to Voronezh and was eventually purchased by Rolsen Electronics. The Gorbushkin Dvor shopping center was created on the basis of the Moscow plant at Bagrationovsky Proezd, 7. JSC Extract-Fili is partially owned by OJSC MTZ Rubin and owns the Filion shopping center, located next door to Gorbushkin Dvor. It was not possible to find out exactly what positions Korotenko held in these companies. Both of these companies were declared bankrupt in 2024.
As the specialized resource “PRO Bankruptcy” wrote , the reason for declaring Rubin bankrupt was the inability to pay off loans received from Rosselkhozbank in 2013–2014. Another major creditor was Ugra Bank, which lost its license in 2017.
The actual beneficiary of Gorbushkin Dvor, former co-owner of Yugra Bank Alexei Khotin, was detained in 2019 in a criminal case for embezzlement of 23 billion rubles through fictitious loan agreements with shell companies. In 2024, he was sentenced to 9 years in a general regime colony, and in 2025, a new criminal case was opened against him for fraud, the investigation into which is still ongoing . His property, including Gorbushkin Dvor and Filion, was nationalized.
