The Federal Fire Service at the end of 2025 lacked at least 203.75 thousand employees (34.5% of the required number), according to the report of the Ministry of Emergency Situations, notes the publication “Important Stories”.
By the end of 2025, there were 386.83 thousand people in the fire department. In February 2026, the head of the department said that federal fire departments were only 65.5% staffed.
Due to a shortage in the ranks of the Ministry of Emergency Situations, entire settlements are left without fire protection. By the end of 2025, the Ministry of Emergency Situations was unable to cover 10.6 thousand settlements. In recent years, the number of settlements without fire protection has gradually decreased, but about 1.88 million people still live in them.
The greatest shortage of personnel among firefighters was recorded in Udmurtia; there is a shortage of 35% of the staff, that is, more than 3.1 thousand people. In the Tula region there are a shortage of 2 thousand people (30%), in the Magadan region - 335 people (27%), in the Vladimir region - more than 1.1 thousand people (26%).
