US State Department: “At the moment we are in a position where Ukraine is winning the war”

The US State Department believes that Ukraine is winning the war. As European Pravda reports , Deputy Head of the State Department for Foreign Assistance, Humanitarian Affairs and Religious Freedom Jeremy Levin stated this at a YES Forum discussion held in Gdansk on the eve of the URC-2026 summit by the Victor Pinchuk Foundation.

According to Levin, Ukraine is now doing a lot to consolidate the new phase of the war and ultimately win it, and the situation at the front has already been turned around. He said:

“At the moment we are in a position where Ukraine is winning the war at this stage.”

According to Levin, previously Ukrainian forces on the battlefield waited for winter, since Russian troops did not advance during this period and took a break. Now, he noted, the opposite is happening: Ukraine is attacking, and Russia is waiting for the winter. At the same time, Levin emphasized, even this winter, the Ukrainians managed to change the dynamics of hostilities through attacks on Russian infrastructure on Russian territory. He also said that now is a very important moment in which Ukraine can continue to apply pressure on the battlefield.

Levin recalled that Washington is considering the possibility of canceling the exclusion of Russian oil from sanctions, and assured that the United States will continue to cooperate with European partners on the issue of sanctions.

At the same summit, the possibility of licensing the production of American missiles for European companies and Ukraine was discussed , and Trump expressed his readiness to increase sanctions against Moscow.
