In Irkutsk over the past 24 hours, police detained four people selling gasoline from their hands. According to the Department of the Ministry of Internal Affairs for the Irkutsk Region, protocols were drawn up against the detainees under the article on illegal business activities (Article 14.1 of the Administrative Code).

One of the detainees, a 20-year-old resident of Irkutsk, posted an advertisement on the Internet for the sale of gasoline at a price of 250 rubles per liter. The operatives, disguised as buyers, agreed on a deal and came to meet with the seller. In other cases, illegal trade took place near gas stations.

The police report also states that an attempt to sell fuel in a canister contrary to the ban of the regional authorities leads to administrative liability under the article “failure to comply with the rules of conduct during the introduction of a high alert regime” (20.6.1 of the Code of Administrative Offenses of the Russian Federation).

On June 27, the governor of the Irkutsk region, Igor Kobzev, announced the introduction of a “high alert regime.” “At gas stations of the Rosneft network, a restriction is being introduced on the supply of fuel to individuals to 50 liters per day per car per refueling. Other gas stations may set a limit less than this volume. It is prohibited to sell fuel in any container other than a car tank,” wrote the head of the region.

In addition, Kobzev appealed to the police leadership with a request to “prevent and suppress attempts and facts of fuel sales that are contrary to the law” and organize patrols of places where fuel is sold.

Amid attacks by the Armed Forces of Ukraine on the Russian oil refining infrastructure, a fuel shortage began in Russia. According to The Insider as of June 26, restrictions on the sale of fuel are already observed in 84 regions of Russia and the occupied territories. Regional authorities explain what is happening by “restructuring logistics”, high seasonal demand and other reasons.

The FAS reported that Avito, Ozon and Wildberries were prohibited from posting advertisements for the sale of gasoline.
