Sanctions are broken, bring new ones: Russia sells more oil than a year ago, squeezing out OPEC+ partners in Asia
In April, Russia exported a record amount of oil since the start of the war, the International Energy Agency calculated. India and China received 80% of exports. Revenue, however, lags behind last year’s – oil is now much cheaper. Budget revenues suffered even more. And although the situation with them will improve after new rules for calculating prices for Urals for tax purposes came into effect, it is unlikely that it will be possible to obtain the revenues provided for in the 2023 budget.
