Legislation against hate crimes and hate speech is usually discussed together, since the relationship between the two types of illegal activity is obvious, but it is very important to distinguish between them. Firstly, because of the generally recognized varying degrees of public danger, and secondly, because when suppressing hate propaganda, there is a risk of excessive restriction of freedom of speech. Alas, such a distinction is not always made.
