On May 16, 2007, the State Duma adopted in the first reading a bill aimed at yet another tightening of punishment for extremist activity, initiated by a group of deputies in February 2007. The bill provides for amendments to the Criminal, Criminal Procedure Codes, the Code of Administrative Offenses, and the law "On countering extremist activity" (for more details, see here ).

On May 15, the imam of the Falyak mosque, Said Baiburin, was detained in Ufa. He was on his way to meet his wife and son and was stopped by a traffic police patrol along the way. He told his wife about it at 13-00. Since after three hours there were still no messages from him, the wife of Imam Flyura Baiburin began to call all her acquaintances. At 20:00 Ishmurat Khaibullin, Takhir Abdurakhmanov, Radik Bagautdinov and Vitaly Nasyrov left to search for S. Baiburin.

On May 16, it became known that three teenagers from Mytishchi accused of murdering a citizen of Kyrgyzstan in mid-April 2007 are suspected of involvement in four more attacks motivated by ethnic hatred. All crimes were committed in Mytishchi or the Mytishchi region. This was reported by the Moskovsky Komsomolets newspaper with reference to law enforcement agencies .

On May 15, in the city of Ob, Novosibirsk region, an investigation was completed into a criminal case on the distribution of extremist leaflets by activists of the Russian National Union (RONS) - 27-year-old Viktor Novikov (chairman of the youth branch of the Novosibirsk branch of RONS) and 20-year-old Mikhail Kozhevnikov. As the investigation established, in the fall of 2006, young people distributed leaflets in the city calling for active action against immigrants from the Caucasus.

On May 15, 2007, the Levada Center published the data of another sociological survey devoted to the study of the subjective feelings of interethnic tension among Russians. The survey, which involved 1600 respondents from 128 settlements in 46 regions of the country, was conducted on April 13-16, 2007. The statistical error does not exceed 3%.

Muslims of the Sverdlovsk region were outraged by the demonstration of the Zastava series on the Rossiya TV channel. The film's musical score used fragments of the Koran and Muslim prayers that sounded every time Afghan militants and drug traffickers were shown. Outraged viewers began calling the editorial office of the Islam Today program on local television.

Approximately 400 residents of Arkhangelsk appealed to the regional prosecutor's office with a demand to bring to justice a company that placed an advertisement for blinds in the city. The poster depicts a half-dressed woman in a headband with skulls, an electric guitar in her hands and a large cross around her neck. According to the authors of the statement, the advertising poster offends the feelings of believers and distorts the image of a Christian woman.

Resident with Nikolskoye, Uglichsky district, Yaroslavl region, filed an application with the local administration of the Pension Fund to waive the state pension for religious beliefs.
