On October 29, 2009, the Vyborgsky District Court of St. Petersburg delivered a guilty verdict against a 2nd year student of the St. Petersburg Polytechnic University, Sergei Orlov, accused under Part 1 of Art. 282 of the Criminal Code of the Russian Federation (inciting hatred or enmity). According to investigators, in March 2009, Orlov pasted anti-migrant leaflets in subway cars inciting hatred against people from the Caucasus, Central Asia and China, Muslims and Jews.
