Legislation : ECtHR practice : Criminal prosecutions : Other prosecutions This brief review focuses on the most important legislative innovations and law enforcement statistics in the field of countering extremism in the period from January to August 2018. We will only touch on that part of the legislation and law enforcement practice, which leads, from our point of view, to excessive restriction of civil liberties.

Due to the increase in the number of administrative cases under Art. 20.3 of the Code of Administrative Offenses (propaganda and public demonstration of Nazi symbols and symbols of banned organizations), we combine such cases into a single list for each month. On October 26, 2018, the Zavodoukovsky City Court of the Tyumen Region fined Pyotr Poleshchuk, a prisoner in the local SIZO-2, 1,000 rubles for showing a tattoo similar to the Nazi swastika.

In October, the Moscow District Military Court begins considering the case of nine alleged organizers and members of the banned Hizb ut-Tahrir party. In Bryansk, a court found a local resident guilty of inciting ethnic hatred. On October 2, 2018, it became known that in Bryansk the Volodarsky District Court found a local resident guilty under Part 1 of Art. 282 of the Criminal Code (inciting ethnic hatred) and sentenced him to one and a half years of imprisonment with probation for one year. According to the case file, from 2013 to 2014, the man posted some xenophobic videos and images on his VKontakte page.

A protocol under Art. 20.3 Code of Administrative Offences. On September 25, 2018, in Novokuznetsk, a protocol under Part 1 of Art. 20.3 Code of Administrative Offenses (propaganda or demonstration of Nazi symbols). The reason was four videos posted by the activist on his VKontakte page between 2015 and 2017.

The trial of two followers of the Islamic theologian Said Nursi, who are accused under Part 1 of Art. 282.2 of the Criminal Code. On October 1, 2018, the Vakhitovsky District Court of Kazan began to consider the case of Nail Vakhitov and Salavat Muzafarov, accused of involvement in the banned Nurcular association. They were charged under Part 1 of Art. 282.2 of the Criminal Code (organization of the activities of an extremist organization), clarified "Sove" in the press service of the court.
