In November 2020, a criminal case was initiated in the Volgograd Region on participation in a banned organization that does not recognize the Russian Federation and the laws in force on its territory. On November 18, 2020, it became known that a criminal case was initiated in the Volgograd Region under Part 2 of Art. 282.2 of the Criminal Code (participation in the activities of an extremist organization).

The verdict came into force, according to which Jehovah's Witnesses from Yelizovo were given suspended sentences under Art. 282.2 of the Criminal Code. On November 17, 2020, the Kamchatka Regional Court considered the appeal of Jehovah's Witnesses Konstantin Bazhenov, his wife Snezhana Bazhenova and Vera Zolotova. The sentence handed down by the Elizovsky District Court was upheld and entered into force.

The Constitutional Court of the Russian Federation came to the conclusion that certain paragraphs of Art. 2 of the Federal Law "On the Transfer to Religious Organizations of Property for Religious Purposes in State or Municipal Ownership". The Federal Law "On Education" introduces the concept of "educational activity" and prohibits its use for "inciting hatred." On November 18, 2020, a group of five senators led by Andrey Klimov and 10 deputies led by Vasily Piskarev submitted amendments to the federal law "On Education" to the State Duma. The bill provides for the introduction of the concept of "educational activity" into the law "On Education".

The bill submitted to the State Duma provides that the status of "foreign agents" will be assigned to individuals and unregistered public associations. NGOs, associations, their leaders and employees, as well as individuals who are “foreign agents” will have to use the “foreign agent” label not only in publications, but also in appeals to government agencies and when disseminating information about their activities in the media.
