Earlier, the prosecutor's office saw the incitement of hostility in the demand to recognize the Tatar people as state-forming in Tatarstan. Code of Administrative Offenses (inciting hatred or enmity) in connection with the appeal of Abdullazyan Zalyalovak to the State Council of Tatarstan.

The cassation instance of the Supreme Court of the Russian Federation recognized the verdict in the Tikhonov-Khasis case as legal, but excluded several episodes from the case. The case was reviewed due to the decision of the ECtHR. The European Court found that the jurors were biased when they delivered their verdict 11 years ago.
