In Udmurtia, a prisoner in a colony was added a year and a half for talking with calls for xenophobic violence. In early October 2022, in Udmurtia, a prisoner serving a sentence in a correctional colony was sentenced to an additional term under Part 1 of Art. 280 of the Criminal Code (public calls for extremist activity). The verdict of the court entered into force.

The court found Anastasia Ponkina guilty under the article on hooliganism, committed on the basis of ideological hostility. On October 10, 2022, the Oktyabrsky District Court of Izhevsk found local activist Anastasia Ponkina guilty under paragraph "b" of part 1 of Art. 213 of the Criminal Code (hooliganism committed motivated by ideological hostility) and gave her a two-year suspended sentence.

We did not record any instances of violent hate crimes committed during September. Since the beginning of this year, however, we are aware of acts under which some 17 individuals were targeted in xenophobically-motivated attacks, and of one individual who received a murder threat. We have also recorded a total of 18 acts of xenophobically-motivated vandalism so far this year. Likewise we recorded no September court rulings (*) issued in regards to violent hate crimes.

Lyudmila Shchekoldina was sentenced to four years and a month in prison under Art. 282.2 of the Criminal Code. On October 6, 2022, the Krasnodar Regional Court upheld the sentence of Jehovah's Witness Lyudmila Shchekoldina on chch. 1.1 and 2 Art. 282.2 of the Criminal Code (involvement in the activities of an extremist organization and participation in such). On March 23, 2023, the Fourth Cassation Court of General Jurisdiction issued a similar decision.

Boris Andreev, Natalia Sharapova and Anatoly Li are accused of continuing the activities of the banned community. On September 22, 2023, the investigative department of the Russian Investigative Committee for the Primorsky Territory reported that in the Khorolsky district the investigation into the case of three Jehovah's Witnesses was completed, who, depending on the role of each, were accused under Part 1 and Part 2 of Art.

The prosecutor asked to appoint Ildar Urazbakhtin seven years in prison. On October 10, 2022, the Kezhemsky District Court of the Krasnoyarsk Territory found Jehovah's Witness Ildar Urazbakhtin guilty under Part 1 of Art. 282.2 of the Criminal Code (organization of the activities of an extremist organization) and sentenced him to six years of imprisonment with a suspended sentence of three years.

The reason for initiating the case was publications in VKontakte and a single picket. On October 10, 2022, it became known that the investigative department of the Investigative Committee for the Republic of Tatarstan opened a criminal case under Art. 280.3 of the Criminal Code (public actions aimed at discrediting the armed forces of Russia , committed after being brought to administrative responsibility) against Albert Mansurov, a resident of Naberezhnye Chelny.

Boris Yagovitov was found guilty on sch. 1.1 and 2 Art. 282.2 of the Criminal Code. On October 10, 2022, the Solnechny District Court of the Khabarovsk Territory found Jehovah's Witness Boris Yagovitov guilty of s.c. 1.1 and 2 Art. 282.2 of the Criminal Code (involvement in the activities of an extremist organization and participation in it) and sentenced him to five years of imprisonment with a suspended sentence of one year and seven months, as well as a three-year probationary period.

After the partial decriminalization of Art. 282 of the Criminal Code in the Code of Administrative Offenses, a new article appeared - 20.3.1 of the Code of Administrative Offenses (inciting hatred or enmity, as well as humiliation of human dignity). We collect the resolutions issued on it into a single list on a monthly basis. The data are given without taking into account the decisions of the courts, which we consider to be clearly unlawful.
