Roman Ustyantsev received 16 years in prison. On October 28, 2022, the 1st Eastern District Military Court delivered a verdict in the case of a resident of Vladivostok under Part 1 of Art. 30 and p. b h. 3 art. 205 (preparation for the commission of a terrorist attack), part 1 of Art. 30 and part 1 of Art. 223.1 (preparation for the illegal manufacture of explosives), Part 1.1 of Art. 205.1 (involvement in terrorist activities), Part 2 of Art.

A resident of the Samara region was fined 240 thousand rubles. At the end of October 2022, the Second Western District Military Court of Moscow issued a sentence under Art. 205.2 of the Criminal Code (public calls for terrorist activities). According to the case file, a 32-year-old resident of the Samara region posted public calls for terrorist activities on one of the social networks, including the publication of materials justifying the terrorist attack in a mosque in New Zealand in 2019.

We are aware of only one hate-motivated attack and two acts of vandalism in October 2022. In total, since the beginning of the year, we have become aware of 18 victims of xenophobically motivated attacks and one person who received a death threat; in addition, we have information about 21 acts of xenophobically motivated vandalism. We are aware of two convictions in October (*) for hate crimes. In the Kaliningrad region, two people were sentenced under Art.

Upon re-examination, the court in the Jewish Autonomous Region again imposed a suspended sentence on Svetlana Monis. On October 31, 2022, the Birobidzhan District Court re-examined the case of Jehovah's Witness Svetlana Monis and sentenced her under Part 2 of Art. 282.2 of the Criminal Code (participation in the activities of an extremist organization) to two and a half years of suspended imprisonment. She received the same punishment under a previous sentence, which was later overturned.

On November 1, 2022, the federal list of extremist materials was updated. The list included an image with an anti-Semitic text, a methodological guide for "Citizens of the USSR" by Taraskin, and a video clip by the leader of the "Civil Initiative" party, Magomed Khazbiev.

A resident of Magadan was sentenced to nine years in prison. On October 13, 2022, the 1st Eastern District Military Court delivered a sentence under Part 2 of Art. 280 (public calls for extremist activities); Part 2 Art. 205.2 (public calls for terrorist activities); Part 4 Art. 354.1 (rehabilitation of Nazism) of the Criminal Code to a resident of Magadan for posting materials on a social network containing public calls for extremist and terrorist activities.

On November 1, 2022, the FSB Department for Moscow and the Moscow Region announced the detention of six followers of At-Takfir wal-Hijra in Moscow, Dagestan and Voronezh. A criminal case was initiated against them under Part 2 of Art. 282.2 of the Criminal Code (participation in the activities of an extremist organization). During the searches, the detainees were found to have religious literature and "other items testifying to their adherence to radical areas of religion .

At the end of October 2022, the organizers of the Most Fabulous Festival in Babushkin Park in St. Petersburg announced the cancellation of the event due to complaints from residents. The day before, a petition was circulated on social networks for the abolition of this festival, which said that Halloween is "an adapted "cult of Satan" called or even more euphoniously referred to as the "pumpkin holiday"" .

The RSECB published an appeal to the presidents of four countries calling for the soonest establishment of peace on the territory of Ukraine and the prevention of the use of nuclear and chemical weapons. On October 20, 2022, the Russian Union of Evangelical Christian Baptists (RSECB) published an appeal to the presidents of Russia, Ukraine, France and the United States.

Liya Maltseva received a suspended sentence under Art. 282.2 of the Criminal Code. On November 1, 2022, the Primorsky Regional Court approved the sentence of Jehovah's Witness Leah Maltseva; on June 27, 2023, the Ninth Cassation Court of General Jurisdiction upheld this decision. In September 2022, the court of first instance in Vladivostok found Maltseva guilty under Part 2 of Art.
