The law on content moderation in social networks, which has been in force since 2021, is planned to be supplemented with administrative fines. On July 20, 2023, deputies of the State Duma adopted in the second reading bill No. 223871-7 “On Amendments to the Code of Administrative Offenses of the Russian Federation (in terms of establishing administrative liability for violation of duties by a social network operator)”.

In Khakassia, a criminal case has been initiated on calls for xenophobic violence and violence against officials. In July 2023, it became known that two criminal cases were opened in the village of Kommunar in the Shirinsky district of the Republic of Khakassia on public calls for extremism (part 2 of article 280 of the Criminal Code).

Security forces conducted anti-migrant raids in the mosques of Kotelniki and Dzerzhinsky near Moscow, disrupting Friday prayers. On July 7, 2023, riot police officers disrupted Friday prayers in Kotelniki near Moscow. Under the pretext of identifying illegal migrants, they broke into a house of worship during a service, wore shoes in the room, detained believers, using physical force and insulting those gathered. More than 60 people were detained during the raid.
