The following is our monthly review of instances of xenophobia and radical nationalism, along with any government countermeasures, for July 2023. This July, we recorded nine hate-motivated attacks. Since the beginning of this year, according to our data, 44 people have suffered in such incidents in Russia, with another three having been targeted with serious death threats. We also recorded three acts of xenophobic vandalism in July. This year in total, we aware or ten such acts.

In August 2023, it became known that in the city of Kirovo-Chepetsk, Kirov Region, a criminal case was opened under Part 1 of Art. 282.4 of the Criminal Code (repeated display of Nazi symbols). According to investigators, he published an image with Nazi symbols on one of the social networks. Which images were published and in what context, unfortunately, were not reported.

In August 2023, former prisoner Kirill Banetsky, who was serving time for participation in the Right Sector and calls for extremism, was sentenced to 2.5 years in prison for justifying terrorism. In August 2023, the Central District Military Court issued a verdict in the case of public justification of terrorism (Part 1 of Article 205.2 of the Criminal Code).

On August 8, 2023, it became known that a criminal case had been initiated to discredit the army against the former head of the Russian Union of Evangelical Christian Baptists, Yuri Sipko. Leading media, in particular federal television channels - Channel One, NTV and Rossiya - released defamatory reports about this.

In Oryol, an Artpodgotovka activist was sent for compulsory treatment. In August 2023, in the Oryol region, a court sent local activist Mikhail Davydov for compulsory treatment. It is reported that on August 24, 2022, Davydov arrived in the center of Oryol on a bicycle with Molotov cocktails to the government building of the Oryol region. He threw the first cocktail at the door of the building, but it did not catch fire.

Valery Klokov was placed under house arrest. On July 10, 2023, a criminal case was opened in Barnaul under Part 2 of Art. 282.2 of the Criminal Code (participation in an extremist organization) against Jehovah's Witness Valery Klokov. On July 29, his home was searched, he was detained and taken for questioning to the investigative department of the Russian Investigative Committee for the Altai Territory, and on July 31, the court imposed a preventive measure in the form of house arrest.
