Due to the increase in the number of administrative cases under Art. 20.29 of the Administrative Code (production and distribution of prohibited materials), we combine similar cases for each month into a single list. The data is presented without taking into account court decisions, which we consider clearly unlawful.

On September 18, 2023, the Moscow City Court confirmed the decision of the Troitsky District Court dated March 17, 2023 to recognize the “Abu Bakr” prayer house located in Troitsk as an illegal building” and oblige the owner of the building to demolish it. The Moscow City Property Department filed a lawsuit to declare the construction illegal in the Troitsky Court. The prayer house was built on a plot owned by a private individual in SNT.

The investigation believes that two residents of the city desecrated the St. George Ribbon by painting it with white paint. On October 11, 2023, the investigative department of the Investigative Committee of Russia for the Oryol region opened a criminal case under Part 4 of Art. 354.1 of the Criminal Code (desecration of symbols of Russian military glory committed by a group of persons) against 22-year-old Stepan Sitnik and 21-year-old Alexander Kulakov.

This is the first case of punishment known to us under Art. 20.3 Code of Administrative Offenses for using the Facebook logo. On October 11, 2023, the Leninsky District Court of Yekaterinburg arrested for five days under Part 1 of Art. 20.3 of the Administrative Code (public display of symbols of an extremist organization) by local human rights activist Alexei Sokolov.

“Citizen of the USSR” is accused of participating in the activities of an extremist organization. On October 11, 2023, the Iglinsky MSO of the Investigative Directorate of the Investigative Committee for the Republic of Bashkortostan reported that the investigation into the criminal case of a resident of the Nurimanovsky district, accused under Part 2 of Art. 282.2 of the Criminal Code (participation in the activities of an extremist organization).

Alexey Svirid published a video in the messenger containing a link to the website of Jehovah's Witnesses. On October 4, 2023, the Adler District Court arrested for 10 days under Art. 20.29 Code of Administrative Offenses (mass distribution of extremist materials) by Ukrainian citizen Alexey Svirid, born in Tver. The reason for Svirid’s punishment was the fact that, using one of the messengers, he distributed a video recording that contained a link to the website of Jehovah’s Witnesses (jw.org).

On October 5, 2023, a video of an attack on a drunk man appeared in one of the far-right Telegram channels. In the video, an attacker approaches a drunk man sitting on a bench, sprays him in the face with a gas canister, and then hits him on the head. In Izhevsk, a court sentenced a 20-year-old local resident to 8 months of suspended imprisonment, finding him guilty of public calls for extremism. On August 23, 2023, the Pervomaisky District Court of Izhevsk passed a verdict in the case of public calls for extremism (Part 1 of Article 280 of the Criminal Code).

On October 2, 2023, videos with scenes of attacks on migrants appeared in one of the far-right Telegram channels. In the first video, two attackers and a cameraman enter a vegetable stall, one sprays a spray can at the seller. The caption to the video states that the attack was carried out on a Kazakh. In the second video, the attacker approaches a street cleaner who is clearing leaves from the sidewalk, sprays a gas canister in the face and runs away.
