The State Duma proposed to punish for “denial of the genocide of the Soviet people” during the Second World War
Deputies developed amendments to Art. 354.1 and 243.4 of the Criminal Code. On February 2, 2026, a bill was introduced to the State Duma introducing criminal liability for “denial of the genocide of the Soviet people” during the Great Patriotic War and the destruction, damage or desecration of the graves of victims of the genocide of the Soviet people. As part of the amendments, it is proposed to change the wording of Art.
