It is repeatedly heard from high stands that one of the root problems of Russian science is the lack of an influx of young personnel. Science is getting old. It is generally accepted that an effective way to develop new highly qualified personnel is through graduate school. However, for a young person, graduate school is a lot of problems with unclear prospects upon completion.

Science is not a sport; in this area it is difficult to give an unambiguous and correct definition of who won and who lost (not to mention the fact that such questions do not even always make sense). It is even more difficult to rank scientific achievements - especially when we are talking about everyday scientific products, and not about truly generally recognized outstanding (and therefore quite rare) results.

Without fear of exaggeration, I can say that the Russian Foundation for Basic Research is the most useful thing that was created for Russian science in post-Soviet times. It was organized in 1992, its main initiator was B.G. Saltykov, then the Minister of Science. Many prominent scientists, namely scientists, and not scientific bureaucrats, enthusiastically participated in the organization of the fund, which predetermined its success for many years to come.
