The Kremlin responded swiftly to this shift: at the beginning of the week, President Vladimir Putin’s aide on foreign affairs did not rule out the possibility of a meeting between the two presidents, despite the lack of fundamental agreement on the parameters of a settlement in Ukraine. Until recently, the Kremlin had dismissed the idea of such a meeting.
