The design and principles of successfully functioning democracies and federations vary widely and are largely a compromise shaped by the specific circumstances of their emergence, subsequent evolution, and accumulated institutional path dependency. What matters is not so much devising the best recipe for Russian democracy as identifying the key goals of reform and the problems of institutional design around which the main debate is unfolding today and is likely to continue in the future.

Третья часть доклада «Возвращение к нормальности и продвинутая демократизация», посвященного возможным сценариям политической трансформации в России и подготовленного в рамках проекта «Платформа нормализации: возвращение будущего», обращена к вопросу, который обычно остается за рамками планов политических реформ. «Окно возможностей» для демократизации, как правило, открывается в связи с кризисом авторитарного режима, однако далеко не все такие кризисы ведут к демократизации.

Part 3 of the report ‘Return to Normality and Advanced Democratisation’ is dedicated to possible scenarios for political transformation in Russia and was prepared as part of the project ‘Platform for Normalisation: Restoring the Future’. It addresses a question that is usually left outside the scope of political reform plans. A ‘window of opportunity’ for democratisation generally opens in the context of a crisis of the authoritarian regime. However, not all such crises lead to democratisation.

The report published below was prepared as part of the collective project ‘Platform for Normalisation: Restoring the Future’. Launched several years ago at the initiative of Russian economist Andrei Yakovlev, who has remained its coordinator and driving force, the project has brought together a substantial group of experts (in the broadest sense of the term).

The twelve months that followed have included six recurring and rather monotonous episodes, in which he has alternated between hopes for a quick deal with the Kremlin and disappointment in Putin, threatening him with new sanctions.

The debate over how to regard participants in wars that are not defensive, not fully legitimate, or frankly aggressive have arisen more than once. Two extreme positions see them either as accomplices to a crime or as victims, that is hostages of politicians’ mistaken or criminal decisions.

By calling Russia a 'paper tiger', Donald Trump has drawn a line under the era dominated by the concept of a 'war of attrition', which until now had remained the main framework for understanding the Russia–Ukraine conflict and its potential outcomes. This framework assumed that, in the long run, Russia possessed a significant advantage in resources that would eventually lead to Ukraine’s defeat, despite its heroic resistance.

Eight months of chaotic and fruitless efforts by Donald Trump to end the war in Ukraine, capped by his meeting with Vladimir Putin in Anchorage, put an end to the myth of Trump's special relationship with Putin, and to the myth of the American president's ability to strike pragmatic deals with the most ruthless dictators and strongmen.

Following his latest telephone conversation with Vladimir Putin, Donald Trump abandoned both the demand for a 30-day ceasefire and the imposition of additional sanctions against Moscow. Instead, he proposed that Putin himself draft a memorandum that would serve as the foundation for a peace agreement between Ukraine and Russia, thereby absolving himself of all responsibility for its success. The boastful promise to end the war in a single day has turned into a spectacular fiasco.
