On June 28, 2012, it became known that the prosecutor's office of the Smolensk region made submissions to eliminate violations of the law on countering extremism against local providers of the Smolensk branch of Rostelecom OJSC, Smoltelecom LLC, MAN-set LLC and the Smolensk branch of Vimpelcom OJSC. The prosecutor's office demanded that providers block access to a number of extremist materials online. The submissions of the prosecutor's office were considered and satisfied.
Unfortunately, it is not clear whether we are talking about blocking access only to those pages of sites that contain prohibited materials, or to sites entirely. However, practice shows that in such cases, as a rule, it is blocked access to sites.
As a reminder, we consider it unacceptable to restrict access to the site as a whole, if it contains separate extremist materials, despite the fact that the Supreme Court considers such justified practice. Sources
