Agentura.ru – about the problem of blocking Internet content

On August 4, 2012, the Agentura.ru website published an article "DPI is already a Russian reality" devoted to the problem of finalizing the law "On the protection of children from illegal information." The Presidential Administration and the Ministry of Telecom and Mass Communications hosted meetings of representatives of the authorities and the Internet industry, large providers, as well as representatives of industry associations RAEC (Russian Association for Electronic Communications), ROCIT (Russian Public Center for Internet Technologies) and the League of Safe the Internet.

One of the main issues discussed at these meetings was the principle by which blocking will be carried out: by URL (page address) or by IP (network address). To block by URL, a DPI (Deep Packet Inspection) filtering system has been developed, which can separate a data packet by URLs. " But in small towns or regions that are far from the center, the equipment on which Internet providers work is not allows you to install such systems, or it will be very expensive, and the one on which they work sorts data by IP, which is not suitable Internet community ," the site quoted one of Gazeta.ru's interlocutors as saying.

However, major providers such as MTS, Vimpelcom and Megafon have already begun installing DPI, Agentura.ru reports. So, MTS uses technology DPI for mobile networks and is going to implement it in the fixed network, VimpelCom is at the stage of testing the technology, and in MegaFon DPI has been working on mobile networks since 2008 and is also used to a limited extent in the fixed network. Rostelecom is going to launch a pilot DPI implementation project, but the telecommunications operator has and has other tools for content filtering.
