29 providers in the region must renegotiate contracts with users who by default will be granted access to the "net Internet”, that is, only to sites included in the “white list”. Those who wish to turn off the “clean Internet” must notify the provider (write an additional statement or disable it in the “personal account”) and, thus, take on possible responsibility .
According to the executive director of the LBI, Denis Davydov, at the beginning of the experiment, "a white list" was compiled by experts and includes about 500 thousand sites. However, the owners site will be able to add their resource to the list by reporting this through the form feedback on the LBI website. After an expert check, if the site is not contains illegal information, it will be added to the "white list". Supposed, that by the time the experiment is completed, the "clean internet" database will have grown up to 1 million sites.
Experts reacted negatively to the experiment. Yes, executive Director of the Fund for Assistance in the Development of Internet Technologies and Infrastructure Matvey Alekseev believes that LBI arrogates to itself the powers of the Federal Drug Control Service, Rospotrebnadzor and Roskomnadzor, which are by law required to determine public danger of content on the Internet. Leader of the Pirate Party of Russia Pavel Rassudov called the experiment with "white lists" censorship and pointed out that that the pre-moderation of resources is contrary to the constitutional right to free access to the information.
In our opinion, the introduction of elements of preliminary censorship anywhere is really at odds with the current Constitution.
