
The Insider and Bellingcat (in the person of Christ Grozev) continue the joint investigation of the Kremlin’s intervention in the political processes of Eastern Europe. Inthe first part, it was about financing by the Kremlin (including through Konstantin Malofeev) of parties and movements, including neo -Nazi. This time we will talk about how the Kremlin special services, using militants with the experience of the war in the Donbass, tried to organize a coup in Montenegro in order to prevent the country's entry into NATO. On July 14, 2016, the press secretary of the Foreign Ministry Maria Zakharova made a statement in which the threat to Montenegro was clearly read:
“We drew attention to the statements of the Chairman of the Government of Montenegro Milia Dzhukanovich about Russian propaganda published on July 12. <...> We heard the ideas familiar according to NATO leaders that "the space not occupied by the European Union and NATO will be filled with other forces. Under other forces, Russia or radical Islamism is expected." It turns out that even before Montenegro was drawn into the Alliance, the country's prime minister was once before the leadership of this structure. Based on this logic, it would be necessary to hold a referendum and it would be necessary to conduct a referendum and it would be necessary to conduct a referendum and it would be necessary To ask people what they think about entering the Alliance.
These threats from the Russian Foreign Ministry followed to join the North Atlantic Alliance adopted in May 2016, and the Kremlin announced them for the first time: in December 2015, Putin’s press secretary Dmitry Peskov, commenting on the decision of NATO to invite Montenegro, said that “this cannot but lead to response from the east, that is, from the Russian side.” What kind of “response” then he had in mind, it became known only in October 2016.
When on October 16, 2016 (the day before the parliamentary elections), the Prime Minister of Montenegro Milia Dzhukanovich announced the prevention of attempts by a coup, many did not take it seriously, it was too much like a pre-election trick, especially since the description of the putty looked somewhat grotesque. According to official figures, two dozen conspirators from Montenegro and Serbia, possibly led from abroad, tried to purchase weapons, get on the day of the parliament under the guise of police officers, organize a provocation, staging an attack on the peaceful demonstrators that gathered there, and under this pretext to seize the parliament and arrest (possibly kill) the prime minister. After that, it was planned that the authorities would move to the “Democratic Front” - the anti -Nazi and pro -Russian party.
The Montenegrin authorities arrested 20 people and published a video with seized customs, body armor, barbed wire and other items (weapons on the video were not presented, but the prosecutor's office announced 50 found rifles and 50 pistols that will be presented in court):
This whole story looked so caricatured that the world media almost did not notice it. But only until on October 24, Serbia arrested three Russian citizens who, according to the Serbian police, found a fake form of Montenegrin police officers, € 122,000 in cash and equipment for encrypted telecommunication communications.
Two days later, on October 26, the Secretary of the Council of Security of Russia Nikolai Patrushev arrived in Belgrade. This meeting was announced in advance, but, obviously, the events that occurred influenced her agenda. The Guardian newspaper, citing sources in the Serbian government, reported that Patrushev apologized for a "rough operation for which its performers did not have a sanction." Later in the Council of People's Commissars they denied this, stating that "Patrushev did not apologize, because he had nothing to apologize for." There was an apology or not, but Patrushev probably actively participated in the settling of the problem, Kommersant also reported with reference to his sources. Immediately after the Patrushev visit, several Russian citizens were deported to their homeland.
At a press conference on November 6, a special prosecutor of Montenegro Milive Katnich told new details: two Russians who attracted the Serb (now the main accused) as the main organizer were detained for the preparation of the coup plan. The organizer further recruited citizens of Serbia and Montenegro, his task was to find up to 500 people in the elections. An important detail: according to Katnich, the core of the group was 50 armed and trained terrorists from Russia and Montenegro “with combat experience in third countries” (he did not speak directly about Eastern Ukraine). Then the prosecutor’s office avoided directly making claims to Russia - the working version was that the Russians were nationalists who acted on their own initiative.
(After the public statements of Katnich, it became known that the attempt was also prepared for him, the Dnevne Novine newspaper reported this on March 23. According to the publication, the law enforcement agencies of Montenegro received information about this from foreign colleagues. A Serbian citizen became the alleged suspect, whose name was not disclosed, and the prosecutor was applied to the prosecutor).
Just three days after the Patrushev’s visit to Serbia, October 29, the Serbian police found in the forest in the immediate vicinity of the private house of the Vuchich family in the Belgrade district of the eggs of a manual grenade launcher, four manual grenades, 100 cartridges for a Kalashnikov assault rifle and another 20 rounds of various calibers. All this was hidden in a car hidden 20 meters from the road leading to the house belonging to the father of the Serbian prime minister, which he often visits, and in the place where the car at the intersection dumps up to 10 km/h.
The Serbian police later found another car during the investigation, this time in Novi-Belgrad, and the garage. In the car there was a Heckler & Koch assault rifle, ammunition, 200 gr. TNT, a detonator, paired with a mobile phone, and a gun.
The security service first hid the prime minister in a safe place, and this is understandable - in Belgrade they could not help seriously this information, because in 2003 in Serbia a successful attempt on the state leader was already committed - the pro -Western -oriented premier Zoran Ginzhich was killed by a sniper. (After that murder, the leading state television channel “Russia” Konstantin Semin said in the news issue that “the Western Marionette Djinjich <...> received a well -deserved bullet,” and remains one of the key leading television channels to this day).
After the Assistance of Foreign Affairs, the Minister of Foreign Affairs, Ivitsa Dachich, in his press report , said that he could organize those forces abroad that were dissatisfied with the Serbian sovereign choice “History proved that these forces could always find someone in Serbia to do this dirty work.”
Later, Vuchich also at a press conference confirmed the version of a foreign trace and noted that Serbian law enforcement officers have repeatedly received data on a possible attempt organized from abroad, although they had not found confirmation earlier.
Both Serbia and Montenegro were at first in no hurry to make charges against the Russian authorities, based on the fact that the criminal group could not act on behalf of the state when the information was not the most pleasant for the Kremlin. One of the two Russians, which Montenegro put on the wanted list, known to the investigation as Edward Shirokov, crossed the border under another officially issued by the Russian passport with another surname (Shishmakov), and until recently Shishmakov worked as a military attache in the Russian embassy in Warsaw. All this indicated that he was a full -time employee of the GRU (Russia rejected these accusations and refused to give him out).
According to the former leader of another Balkan country, familiar with the situation (and who agreed to talk with the authors of this investigation on anonymity conditions), the prime ministers and Montenegro, and Serbia believed Patrushev’s assurances that the Russians involved in the case were not related to the state, so the information that at least one of them was connected with the GRU and plunged them into shock.
However, as it turned out later, Shishmakov is not the only full -time worker in the Russian special services who lit up in this matter.
Eduard Shishmakov was born in 1971 in a military family, graduated from a secondary school for children of military personnel of the Soviet troops in East Germany in the town of Galle. In 1993 he graduated from the Black Sea VVMU named after Nakhimova. Then he took place at the Military Diplomatic Academy of the Ministry of Defense of the Russian Federation, which is called the "Conservatory" in the slang of the GRU. The Academy specializes in the training of military diplomats (attache) and military intelligence officers. Among the classmates of Shishmakov are Igor Kostyukov - the first deputy head of the GRU, Sergey Westevaev - the commander of the Krasnodar intelligence center of the GRU (according to the SBU, the military personnel of this intelligence center took part in the fighting in the Donbass).
It is known that in 2014 Shishmakov served as a naval attache at the Russian embassy in Warsaw. The media reported on the events that he attended in this capacity, and on the website of the Russian embassy in Poland his last name has not yet managed to remove. It is also known that Shishmakov took part in a meeting with representatives of the National Security Bureau of Poland, and in the Polish message about the event, the surname Shishmakov is listed, but for some reason there is no Russian. It is noteworthy that Evgeny Lukyanov and the head of the Center for Defense Studies, RISI Grigory Tishchenko, took part in the same event. On the role of RISI in the events discussed - below.
Further-the most interesting: in October, Poland expels Shishmakov from the country and declares Persona Non Grad, defining him as an officer of the GRU. For some time, the Polish military specialists followed him and found his contacts with Lieutenant Colonel Zbginov J.. As the counterintelligence found out, Zbignnev J. met the employees of the Russian Embassy, of which some are officers of the GRU, during the solemn events organized by him in the cemeteries of the Red Army soldiers. Subsequently, Shishmakov paid money to a lieutenant colonel, who "had the ability to select officers for the purpose of recruitment." Another contact of Shishmakov was the lawyer Stanislav Sh., Who “conducted espionage activities in favor of Russian intelligence. Both Lieutenant Colonel and the lawyer were arrested, and Shishmakov was expelled from the country.
According to the court decision of May 2016, Shishmakov asked the lieutenant colonel to transfer the GRU to information about hundreds of Polish military personnel, along with the history of the offenses that they have ever committed, accusations of criminal crimes and other similar information, which could subsequently be used for recruitment. The lieutenant colonel admitted that he received a total of 17 thousand zlotys (€ 5500) and a special phone with encrypted connection to communicate with Russian curators.
It would seem that after this failed task Shishmakov to Europe was ordered. But in August 2016, he received a new passport for another surname (Shirokov) and it was with this passport that he went to Serbia. After he was again calculated by the special services, in the database of Interpol he appeared under the name Shirokov. And only in February 2017 did the special prosecutor of Montenegro stated that the real name of Shirokov is Shishmakov, and that the prosecutor's office received this information from the Polish authorities.
It was not possible to contact Shishmakov The Insider and Bellingcat, he turned off his mobile phone, he deleted the account on the social network, and his home number did not answer. His son (Dmitry Shishmakov, the general director of the company Web-Michandizing, living in St. Petersburg), refused to inform any details of the fate of Shishmakov Sr. (and after the call, erased in his social network in contact with him).
The role of the Second Grus-Shnik, appearing in the charges under the name Vladimir Popov is less clear. It is not even clear whether he appears in business under his real name. It is possible that yes, since for a long time he led the Account “in contact” precisely under this name. True, then he deleted his account after the information about him was published by the Mediazona publication.
At the same time, the Moldavian press reported that a person with the same name and date of birth was already falling under the sight of local special services, when the May-June 2014 came to Gagauzia to meet local separatists and activists opposing the EU. The Insider and Bellingcat also from his sources in the Border Control Service, it became known that Popov visited this country on October 10, 2016, a few days before the planned coup. Meanwhile, in the press, citing sources in the police, it was reported that the telephones with encrypted communications used by the conspirators were purchased in Bulgaria.
The data of Montenegro investigators are based on the testimonies of the two main accused: Mirko Velimirovich (who surrendered to the authorities and began to testify on October 16), and the nationalist Alexander Shindlach, who headed the pro -Kremlin organization, the Serbian wolves and who fought in the Donbass (The Insideralready wrote more about him). Sinfelich was detained on the basis of the testimony of Velmirovich, who pointed to him as a person who hired him to acquire weapons and to participate in the seizure of the parliament building on the election night.
According to the indications of Sind Minch, published by the Montenegrin prosecutor’s office, “Russian nationalists” contacted him, which he had previously met when he fought on the side of the separatists in the Donbass in 2014-2015. He met with them in Moscow on September 26, 2016 in the "luxurious apartments." <...> “Nationalists” introduced themselves as Eduard Shirokov and Vladimir Popov and made it clear that they were working for special services. It was they who offered him the plan described above to change the authorities in Montenegro in order to prevent the country's entry into NATO (which Sindelich liked as a fenced opponent of NATO). At the first stage of the operation, Sindelich received more than € 200,000 in cash.
Sindelich also stated in court that Shishmakov himself bought him a ticket to Moscow and met him right at the plane. They did not pass passport control so as not to leave traces of Sindlech’s stay in Russia. At the same time, Shishmakov had an architectural plan of the parliament building, on which he showed him how to capture the building.
Returning to Belgrade, Sindelich hired Velimirovich to get a weapon into Kosovo and rent a house in Podgorica, where the conspirators could meet and store weapons. According to him, he gave Velimirovich € 25,000 in cash and three boxes with ammunition.
Both Sindelich and Velmirovich informed the investigation that in early October Shirokov and Popov arrived in Serbia and handed each of them on the Lenovo mobile phone with encrypted communications and stitched numbers (those at the very bought in Bulgaria).
According to the testimony of Sinchen and Velmirovich, the other two key participants in the conspiracy were Bratislav Dikich (former commander of the Serbian gendarmerie) and Nemania Ristich, who also previously fought in the Donbass (both categorically deny their participation).

Sindlech passed the instructions to Velimirovich and Dikich on the encrypted voice communications, including how to change into a police uniform (wearing blue ribbons so that the conspirators could distinguish each other from real police officers) and mix with the crowd in front of the parliament.
Is it possible to trust these testimonies of Sindelich and Velmirovich? Today, Dikich and Ristich, denying his involvement, accuse Sindelich of the fact that he was a provocateur, whose purpose was to discredit the pro -Russian Party of Montenegro and help the West. But on the network there were intercepted conversations of Sindzhech, who indicate that he was really connected with the Russian special services.
Including this is a conversation on Skype between Sindlech and Serbian political scientist, Ventsislav Buich, dated March 11, 2015, in which Sindelich boasts that he is soon going to meet in Moscow with “important people from the Ministry of Defense” to discuss the case of the leader of the Zhizhkovich Benchikovych (who, for obscure reasons, is looking for GRU). During the next call, he asks to lend him some money, but Buich refuses him.
It is also curious that until September 25, 2016, Sindelich actively wrote in Vkontakte (on average one post or repost per day). And on the day when he went to Moscow, the posts stop until October 20.
There are also intercepted recordings of telephone conversations (the voice in the audio recording coincides with the voice of Sindelich), in which he communicates with Dikich and Velimirovich. The telephone conversation between Sindla and Velmirovich, apparently, took place the day before the election. Velimirovich is concerned that I have not yet received clear instructions and did not meet personally with the person who should convey these instructions:
Unfortunately, the conversation with Dikich was into public access only in the form of a transcript. Любопытно также, что поначалу лидеры «Демократического фронта» заявляли, что Синджелич в своих показаниях их оклеветал и требовали очной ставки. Но когда им эту очную ставку предложили, они отказались.
Картина неудавшегося переворота в Черногории была бы неполной, если бы мы забыли о тех, кто оказывал посильную помощь в его организации. А это не только российские силовые структуры.
Вскоре после провалившегося переворота, 2 ноября 2016 года Владимир Путин своим указом снял с должности директора Российского института стратегических исследований (РИСИ) Леонида Решетникова. Бывший агент КГБ на Балканах, а затем генерал-лейтенант Службы внешней разведки, проработал директором РИСИ 8 лет, и вот теперь уступил место Фрадкову, до этого возглавлявшему всю ту же СВР. Ветераны внешней разведки, казалось бы, не имеют прямого отношения к научной работе в исследовательском институте, но на самом деле РИСИ активно занимается прикладной деятельностью, на которой, похоже, Решетников и погорел.
Решетников самым активным образом был вовлечен в деятельность на Балканах, сотрудничая при этом с другим одиозным персонажем - «православным рейдером» Константином Малофеевым, о котором The Insiderподробно писал в первой части расследования. В частности Решетников и Малофеев помогали на выборах сохранить власть в Республике Сербской кремлевскому ставленнику Милораду Додику, за что тот после выборов их обоих наградил орденом Негоша:
Помимо общего интереса к продвижению интересов Кремля в Восточной Европе, Решетникова и Малофеева сближала также показная религиозность, на этой почве они оба сблизились в том числе с Георгием Шевкуновым (отцом Тихоном), которого также называют «духовником Путина» и с которым Малофеев согласовывал свои действия во время российского вторжения на Донбасс.

"Идея проведения провокаций в предвыборной борьбе - любимая идея Решетникова"
Александр Сытин, долгое время работавший в РИСИ под начальством Решетникова, также подтвердил The Insider, что Малофеев и Решетников тесно сотрудничали по линии РПЦ МП: «Решетников член попечительского совета крупного московского монастыря, вхож если не в высшие, то в церковные круги второго-то эшелона уж точно. Они неоднократно были замечены вместе на различных патриотических консервативных конференциях. Уже после моего увольнения поздней осенью 2014 года частым гостем в РИСИ был Игорь Гиркин. Так что связи безусловно есть. Что касается Черногории, то тут я думаю Решетников выступал скорее идеологом и консультантом. Он весьма дружен с братом Милошевича и его вдовой. У него огромные связи на Балканах, правда, преимущественно в Болгарии и Греции, но наверняка очень много знакомых среди «бывших« работников югославских спецслужб его поколения. Идея проведения провокаций - в Украине, Молдове, Греции (он активно поддерживал Ципраса) в его предвыборной борьбе - любимая идея Решетникова. Думаю, что здесь тоже контакты шли не по линии РИСИ, а по линии, например, Совета безопасности, где Решетников является консультантом, и по линии его личных связей в администрации президента. Скорее всего, он предложил эту идею - устроить переворот в Черногории - и возможно указал на исполнителей, но не на уровне лиц, а на уровне «общественных« организаций пророссийской направленности. Конкретные действия, конечно, разрабатывали другие люди. Он не мог взять на себя оперативной деятельности, хотя всегда тосковал по своей службе в качестве резидента в Болгарии и Греции».
Балканы действительно были одной из зон особого внимания Решетникова. За несколько дней до выборов (и безуспешного переворота) Решетников принял у себя в институте так называемых «атаманов Балканского казачьего войска». Присутствовал на встрече и Виктор Заплатин, называющий себя «генералом и верховным атаманом Балканского казачьего войска», но более известный как один из боевиков, воевавших в Восточной Украине на стороне сепаратистов (подробнее о нем The Insiderуже писал ).

В январе 2016 года Заплатин принимал участие во встрече Союза сербских ветеранов и добровольцев. На этой фотографии с пресс-конференции, посвященной этой встрече, по левую руку сидит от Заплатина сидит Славко Никич. Позже Никич даст показания прокуратуре, где признается, что его тоже пытались вовлечь в заговор. Причем в вербовке участвовал человек, представившийся «агентом ФСБ». Следствие считает, что этим человеком был тот самый Владимир Попов, о котором говорилось выше.
По всей видимости, именно такие люди как Заплатин и другие представители псевдоказачьих организаций, уже имеющие боевой опыт в Украине, должны были стать той силой, на которую бы опиралась новая власть, если бы путч состоялся. Ранее в Республике Сербской, как уже писал The Insider, к выборам также подвозили «казаков» из «Новороссии». Бывший глава службы безопасности Малофеева Игорь Гиркин (Стрелков), воевавший в Боснии в 1992 году, а затем ставший «министром обороны ДНР» в разговоре с The Insider о роли «казаков» высказался так:
"Настоящие казаки у нас, как известно, кончились в 1921 году вместе с эвакуацией Врангеля на Дальнем Востоке, и в 1922 году вместе с эвакуацией Дитерихса. Ну а люди, которые сейчас себя называют «казаками»,пусть даже искренне, они, я думаю, вполне искренне и поехали туда, по причине того, что еще в мою бытность в Боснии, там воевало казачье подразделение, почему бы ему не быть, почему бы людям не поехать туда снова?"
По мнению Гиркина, у Кремля нет четкой стратегии в отношении Балкан и Восточной Европы в целом:
«Я давно уже сравнивал поведение Кремля, поведение нынешней российской элиты с поведением больного шизофренией, когда он делает совершенно разнонаправленные действия, изрекает совершенно противоположные тезисы, и в результате понять, что же, собственно, является целью внешней политики России, просто невозможно».
Участие Малофеева в операции в Черногории Гиркин тоже отвергает. По его мнению, Кремль «предал Новороссию» когда отказался вводить войска по крымскому сценарию, а вместо этого помогал «в час по чайной ложке», и после этого «предательства» не только российские власти, но и никакие «патриотично настроенные бизнесмены никуда не полезут». Но не все согласны с этим мнением.
Через несколько дней после провалившегося переворота Александр Усовский (о котором мы уже подробно писалив первой части расследования), пишет письмо Елене Шаройкиной (гендиректору «Царьград-ТВ» и помощнице Малофеева), предлагая свои услуги в Польше, где между делом замечает, что после того как польский проект завершится успехом, никто не вспомнит Малофееву «провала черногорской авантюры».
Вскрытая переписка Facebook показывает, откуда у него такая уверенность в причастности Малофеева:
Также любопытно, что Синджелич в своих показаниях отмечал, что в Москве встречался с ГРУшниками в чьих-то «роскошных апартаментах», что также наводит на мысль о возможной причастности Малофеева. (Сам Малофеев проигнорировал запрос The Insider о комментарии). Но если степень его участия вызывает вопросы, то вот вовлеченность Решетникова и РИСИ подтверждается множеством фактов, и помимо описанных выше это все та же переписка Усовского.
В частности, он переписывается с сотрудником РИСИ Николаем Подчасовым, для которого в сентябре 2016 года (за месяц до попытки переворота), зачем-то ищет (и находит) сербских активистов. Подчасов передает список активистов «начальству», а Усовский чуть позже интересуется, подошли ли эти кандидатуры, можно ли приезжать за деньгами. Похоже, все-таки, Решетников использовал ресурсы своего института для решения своих политических задач.
Еще примечательно, что замруководителя Сектора балканских стран РИСИ Никита Бондарев (то самый, для кого Подчасов искал сербов) в 2016 году прямым текстом говорил о штурме парламента в Черногории как об одном из возможных сценариев. Ни Бондарев, ни Подчасов не ответили на запрос The Insider об интервью.
Отставка Решетникова могла произойти и без провала в Черногории, ведь в этом году ему исполняется 70, но все же тот факт, что она произошла еще в октябре, сразу после провала переворота, не похоже на случайность. Правда, это вовсе не значит, что Владимир Путин недоволен методами РИСИ. На встрече, посвященной передаче полномочий директора РИСИ экс-главе СВР Фрадкову, Решетников заявил:
«Хочу сказать, что мы все эти почти восемь лет работали как могли на осуществление и реализацию вашей линии во внешней политике. Это было нашим краеугольным камнем – линия России, линия нашего президента».
Путин же высказался следующим образом:
«Прежде всего хочу вас поблагодарить за работу, которую вы проделали по руководству Российским институтом стратегических исследований. За семь лет немало было сделано. Очень рассчитываю на то, что Михаил Ефимович это продолжит и не просто возглавит коллектив, который был создан и эффективно функционировал, но и сделает все возможное, чтобы организовать работу таким образом, чтобы это было хорошим подспорьем и для администрации президента, и для правительства, и для соответствующих ведомств».
Со стороны это звучит как формальная любезность. Вот только жители стран Восточной Европы могут услышать в этих словах откровенную угрозу.
