The report of human rights activists on racial discrimination in Russia is excluded from the Register of Prohibited Sites

Access to alternative report for the Elimination Committee racial discrimination of the UN for 1996-2001, posted on the Kharkov human rights website, restored.

August 18, 2017 was excluded from the Register of banned sites Roskomnadzor file library.khpg.org/files/docs/1403444630.pdf , posted in Kharkov human rights website "People's Rights in Ukraine" and containing the only text - alternative report "On compliance by the Russian Federation International Convention on the Elimination of All Forms of Racial Discrimination" 1996-2001

As a reminder, access to the file was blocked on August 11, 2017 based on a court decision on the recognition of the information contained in it as prohibited. Solution this was issued on July 27, 2015 by the Elnikovsky District Court of the Republic Mordovia, it was not published, and the arguments of the court are unknown to us. But it should note that in order for the court to recognize information as prohibited to distribution in Russia, it must contain materials previously recognized extremist court, and the report on racial discrimination of such materials is not contained.

At the moment, restrictions on access to the file with the report have been lifted, and the reasons for the actions authorities, both for its blocking and for unblocking, were not brought to the attention of the public.

Report "On Compliance by the Russian Federation with the International Convention on elimination of all forms of racial discrimination" for 1996-2001 was filed in 2003 year to the United Nations Committee on the Elimination of Racial Discrimination. He was prepared Human Rights Center "Memorial" with the participation of the International League of Rights rights, the Moscow Helsinki Group, the Center for the Development of Democracy and Rights human, Information and Research Center "Panorama", Committee "Civic Assistance" and other Russian NGOs and was supported by 25 organizations. Its text has been published in various Russian sites.
