Since the emergence of the Federal List of Extremist Literature, cases of sanctions against library employees have become regular. Even in cases where claims against librarians are formally substantiated by anti-extremist legislation, we often do not consider them legitimate, since this legislation is in conflict with the law "On librarianship." In addition, anti-extremist sanctions against libraries for not having a list of extremist materials, in our opinion, look like an imitation of activity designed to artificially inflate the relevant statistics.

On December 28, 2018, the Prosecutor’s Office of the Republic of Altai reported that the Shebalinsky District Prosecutor’s Office made seven submissions to school principals. School libraries did not have a complete Federal List of Extremist Materials, and they were not checked against it.
On December 6, 2018, the Mari El prosecutor's office announced the results of school inspections conducted by the Gornomari interdistrict prosecutor's office (later, the press release was removed from the site for unknown reasons). In the course of inspections, it was found, in particular, that in four school libraries there were no reconciliations of funds and incoming literature with the Federal List of Extremist Materials, and there were no lists themselves. Representations were made to school leaders.
On November 29, 2018, the prosecutor's office of the Voronezh region reported that the prosecutor's office of the Central District of Voronezh had conducted an inspection in educational institutions. Among the identified violations was the fact that some universities did not check library collections against the Federal List of Extremist Materials. Unfortunately, it is not clear in which institutions such violations were revealed, however, in general, based on the results of the audit, submissions were made to the leaders of the Voronezh State Medical University named after V.I. N. N. Burdenko, Voronezh State University, Voronezh State Forestry University. G. F. Morozov, Voronezh Institute of High Technologies and Automobile and Transport Institute.
On November 19, 2018, the Prosecutor’s Office of the Kostroma Region reported that the Galich Interdistrict Prosecutor’s Office made three submissions to the heads of educational organizations. The reason was that the provisions on school libraries did not include norms regulating the organization of work with extremist materials, they did not define the procedure for checking incoming documents and literature with the Federal List of Extremist Materials, the procedure for accounting for incoming extremist materials, the procedure for restricting the circulation of these materials in library, the procedure for informing the relevant authorities about these facts ".
On November 1, 2018, the prosecutor’s office of the Tula region reported that the federal list of extremist materials had not been updated in the library of the Chekalin secondary educational school (education center) named after A.P. Chekalin. The prosecutor's office of the Suvorovsky district made a presentation to the director of the school.
On October 12, 2018, it became known that the Syzran prosecutor's office had made submissions on the elimination of violations of anti-extremist legislation against the directors of two schools. The libraries of schools No. 14 and No. 28 did not have a complete Federal List of Extremist Materials, and there were no high-quality and complete reconciliations of the library fund with it.
On October 2, 2018, the prosecutor’s office of the Republic of Altai reported that the prosecutor’s office of the Ust-Koksinsky district had identified violations of anti-extremist legislation in several schools. School libraries used an outdated list of extremist materials. The prosecutor made submissions to the directors of educational institutions.
On September 19, 2018, the prosecutor's office of the Amur region reported that the prosecutor's office of the Arkharinsk district had conducted a large-scale inspection in the educational institutions of the district. The audit found, among other things, that six schools did not reconcile the library stock with the Federal List of Extremist Materials. The prosecutor's office made submissions to the heads of educational institutions.
On September 17, 2018, the prosecutor’s office of the Republic of Dagestan reported that the prosecutor’s office of the Magaramkent district found that there was no Federal List of Extremist Materials in 30 schools and no reconciliation of funds and incoming literature with the list was carried out. The prosecutor's office applied to the court with statements on the obligation to create permanent commissions in educational institutions for reconciliation of library collections with the federal list and to amend the job descriptions of librarians, imposing on them the obligation to ensure regular and timely updating of the list in libraries and to conduct reconciliations. The court granted the demands of the prosecutor's office.
On August 15, 2018, the prosecutor's office of the Chechen Republic reported that the prosecutor's office of the Vedensky district had made five submissions to the heads of schools. The Federal List of Extremist Materials was not updated in school libraries and no reconciliation of funds with it was carried out.
On August 6, 2018, the Prosecutor’s Office of the Kostroma Region reported that the Prosecutor’s Office of the Parfenievsky District had made submissions to seven educational institutions in the district, following which 12 people were brought to disciplinary responsibility. During the inspection, it was found that officials of educational institutions did not timely monitor changes made to the Federal List of Extremist Materials on a monthly basis, and the list itself was not updated in a timely manner.
On July 24, 2018, the prosecutor's office of the Tomsk region reported that the prosecutor's office of the Chainsky district made a submission to the head of the Podgornskaya secondary school. At the time of the check, the school library did not have an up-to-date version of the Federal List of Extremist Materials, and systematic reconciliation of funds with it (at least once every three months) was not carried out.
On July 19, 2018, the prosecutor's office of the Republic of Kalmykia reported that the prosecutor's office of the Iki-Burulsky district had made submissions to the heads of three municipal institutions. One of the reasons for this was the fact that in regional libraries, local regulations did not establish the obligation of employees to check literature against the Federal List of Extremist Materials and did not describe the procedure for these checks and responsibility for failure to fulfill this obligation.
On July 6, 2018, the prosecutor’s office of the Novgorod region reported that the prosecutor’s office of the Khvoyninsky district had conducted an inspection and found that the libraries of secondary schools No. 1 and 2 in the village of Khvoynaya had not been reconciled with the Federal List of Extremist Materials. School libraries did not check their holdings against the Federal List of Extremist Materials.
On June 22, 2018, the prosecutor’s office of the Republic of Dagestan reported that the prosecutor’s office of the Agulsky district had made representations to 15 school directors. There were no lists of extremist materials in the educational institutions of the district and no proper verification of funds and incoming literature with it was carried out.
On May 11, 2018, the prosecutor's office of the Belgorod region reported that, according to the prosecutor's office of the Krasnoyarzhsky district, the libraries of the Vyazovskaya and Grafovskaya secondary schools, as well as the Central Library of the Krasnoyaruzhsky district, had updated the federal lists of extremist materials. A check carried out the day before showed that 147 items were missing from the existing lists.
On May 8, 2018, the Prosecutor’s Office of the Irkutsk Region reported that the Prosecutor’s Office of the Nukut District had identified a number of violations in schools. In particular, there was no official list of extremist materials in the current version in the library of the Tangut secondary school. In connection with this and other violations in educational institutions, the prosecutor's office made six submissions to their heads.
On April 13, 2018, the prosecutor's office of the Karachay-Cherkess Republic reported that the Adyge-Khabl inter-district prosecutor's office made 12 submissions to the heads of educational institutions of the Adyge-Khablsky and Nogai municipal districts - in particular, due to the fact that the federal list of extremist materials was not updated in school libraries in a timely manner .
On April 9, 2018, the prosecutor’s office of the Republic of Tyva reported that the prosecutor’s office of the Barun-Khemchik district conducted an audit and found that no systematic reconciliation of incoming literature with the Federal List of Extremist Materials. Representations were made to the heads of institutions, 10 officials were brought to disciplinary responsibility.
On April 6, 2018, the North-Western Transport Prosecutor's Office reported that the Arkhangelsk Transport Prosecutor's Office submitted a proposal to eliminate violations of the law to the director of the Arkhangelsk Aviation Training Center. During the audit, it was found that reconciliations of literature with the Federal List of Extremist Materials are not carried out on a systematic basis: from September 2, 2017 to April 4, 2018, there were no such reconciliations, although during this period the list was replenished by 192 items.
On March 27, 2018, the prosecutor's office of the Tula region reported that the prosecutor's office of Tula, together with the Center for Economic Affairs of the Ministry of Internal Affairs of Russia for the Tula region, conducted an inspection at the MUK "Tula Library System", drawing attention to the need for constant and systematic monitoring of incoming literature "in order to timely withdraw extremist materials from the library fund directionality ." As a result, on March 26, the city prosecutor's office issued warnings to 13 heads of structural divisions of the library system about the inadmissibility of violations of the law.
On March 13, 2018, the prosecutor’s office of Tatarstan reported that the Bugulma city prosecutor’s office had submitted proposals to the directors of two schools to eliminate violations of the law. During the audit, it was found that school libraries did not have an updated Federal List of Extremist Materials and were not checked against it.
On February 20, 2018, the prosecutor's office of the Vladimir region announced the results of joint inspections of the prosecutor's office of Vladimir and the PMC in the Vladimir Central (FKU T-2 UFSIN of Russia in the Vladimir region). In particular, it was found that the prison library did not have an up-to-date Federal List of Extremist Materials, and reconciliations of literature received by the library fund with the list were not carried out on an ongoing basis. For this and other violations, a submission was made to the head of the prison.
On February 6, 2018, the Dagestan prosecutor's office reported that the prosecutor's office of the Tabasaran district made 33 submissions to school principals in which the procedure for reconciling the library fund with the Federal List of Extremist Materials was not followed.
On January 16, 2018, the prosecutor's office of the North-Western transport prosecutor's office reported that the Novgorod transport prosecutor's office had conducted an inspection in the technical library at Khvoynaya station. It did not reconcile the library fund and the monthly incoming printed publications with the Federal List of Extremist Materials, and the list itself was not updated at the library's disposal. A submission was made to the head of the Oktyabrsky Center for Scientific and Technical Information and Libraries (a branch of Russian Railways), and based on the results of its consideration, the violations were eliminated.
On January 10, 2018, the prosecutor's office of the Irkutsk region reported that the prosecutor's office of the Nukut region revealed violations in the activities of libraries of cultural and leisure centers of municipalities. The libraries did not have the Federal List of Extremist Materials in the current version. As a result of the audit, seven submissions were made. All of them were satisfied, six officials were brought to disciplinary responsibility.
