The Bell found 11 trillion rubles in the list of projects, in which officials will probably offer companies from the Belousov List , one particularly interesting - the new project of the Innopractics Foundation, which is headed by the alleged daughter of Vladimir Putin Katerina Tikhonov. The 15 largest state and private companies will be offered to invest at least 1 billion rubles in the creation of a “belt of 1000 technological companies around the leading technical universities in Russia”.

• The project is called ANO "Innovation Engineering Center". From the document it follows that it is implemented by the project company of the Innopractics Foundation. All projects in the list are declared by various ministries. The Innopractics project is being held on the list of the Ministry of Economic Development and the Ministry of Finance (their representatives did not respond to the Innopractics itself to the Bell request).
• The total cost of the Innopractics project is 1.05 billion rubles. But this is the size of investment only for the pilot version, which is supposed to be implemented in the Krasnoyarsk Territory. “Further other constituent entities of the Russian Federation,” the document says.
• As a support measures for the implementation of the project in the document, the entry into the participants of the ANO “Innovation Engineering Center” “at least 15 largest customers (companies with state participation) and private investors with contributions in a total amount of at least 1050 million rubles” is called.
• The document lists the seven tasks that are designed to solve the project - from the creation of at least 3 thousand high -performance jobs by 2026 and the reorientation of investment programs of corporations for Russian technologies before creating a “belt of 1000 technological companies around the leading technical universities in Russia by 2026 with a total revenue of up to 100 billion rubles”.
• ANO "Innovation Engineering Center" was registered on April 10, 2018 in Moscow. Its only founder is “Innopractics”. The founder of the Innopractics itself (the official name is the National Intellectual Development Foundation) - Moscow State University, and the general director is Katerina Tikhonova, who is called the youngest daughter of Vladimir Putin (he himself did not confirm this).
• Innopractics already have experience working with large corporations. In 2017, Rosneft became its largest customer, having concluded five contracts with the Fund for 258.45 million rubles. For 2015–2017, the amount of Innopractics contracts with Rosneft and her “daughter” by the Arctic Scientific Center amounted to 600 million rubles.
