Since the emergence of the Federal List of Extremist Materials, cases of sanctions against library employees have become regular. Despite the fact that claims against librarians are formally substantiated by anti-extremist legislation, we do not consider them legitimate, since this legislation is in conflict with the law "On librarianship". In addition, anti-extremist sanctions against libraries for not having a list of extremist materials, in our opinion, look like an imitation of activity designed to artificially inflate the relevant statistics.

On December 10, 2019, the North-Western Transport Prosecutor's Office reported that the Karelian Transport Prosecutor's Office, during an audit at the White Sea-Onega branch of the State University of the Sea and River Fleet named after. Admiral S. O. Makarov established that the library of the educational institution did not update the federal list of extremist materials and reconcile the library fund with it in a timely manner. A submission was made to the branch director.
On December 10, 2019, the Prosecutor’s Office of the Irkutsk Region reported that the Prosecutor’s Office of the Nukutsk District had conducted an inspection in the district’s schools and found, among other things, that the libraries of several of them did not have the current version of the Federal List of Extremist Materials. Based on the results of the audit, the prosecutor's office made four submissions to school directors.
On November 12, 2019, the Prosecutor’s Office of the Vologda Oblast reported that during an inspection of the Totemsky Polytechnic College in Nikolsk, the Nikolsky District Prosecutor’s Office established, among other things, that the library used the Federal List of Extremist Materials, which was current as of November 10, 2017 (that is, it was not updated in for almost two years), and reconciliation of funds and incoming literature with the list in 2018–2019 was not carried out in full. The principal of the college was submitted.
On August 30, 2019, the prosecutor’s office of the Belgorod region reported that the prosecutor’s office of the Krasnoyarzhsky district had made three submissions to the heads of the Ilek-Penkovskaya and Repyakhovskaya secondary schools, as well as the Central Library of the Krasnoyaruzhsky district. The lists of extremist materials in the libraries of schools and the district were not updated: more than 300 items were missing from them.
On July 29, 2019, it became known that in the Republic of Altai, the prosecutor's office of the Ongudaisky district made a submission to the director of the Ongudaisky Regional Cultural and Leisure Center. During the audit, it was found that the library of the center does not "reconcile the available literature with the updated list of extremist literature."
On July 17, 2019, it became known that the Velikiye Luki Transport Prosecutor’s Office filed a complaint against the head of the Social Sphere Directorate of the Oktyabrskaya Railway (a branch of JSC Russian Railways) due to the fact that the latest version of the Federal List of Extremist Materials was not available in the Young Railway Worker children’s health camp , with which libraries of children's institutions are required to verify their funds.
On July 9, 2019, the prosecutor’s office of the Tambov region reported that the prosecutor’s office of Morshansk had made a submission to the director of the Intersettlement Central Library of the Morshansky district. The library approved an instruction on quarterly reconciliations of library collections of branches with the Federal List of Extremist Materials. However, reconciliations for the fourth quarter of 2018 and the first quarter of 2019 were not carried out in one of the branches.
On June 5, 2019, the prosecutor’s office of the Republic of Altai reported that the prosecutor’s office of the Maiminsky district, during an inspection, found that in one school, in particular, “the list of extremist materials is not updated in a timely manner, and therefore teachers do not have complete information about literature recognized as prohibited .” A submission was made to the principal of the school.
On May 29, 2019, the Prosecutor’s Office of the Republic of Altai reported that the Prosecutor’s Office of the Ust-Kansky District submitted a recommendation to the director of the Yaboganskaya Secondary School to eliminate violations of the law and conduct regular reconciliations of the school library fund with the Federal List of Extremist Materials to identify prohibited literature, since the audit revealed that such work has not yet been carried out.
On May 28, 2019, the prosecutor's office of the Kaluga region reported that the prosecutor's office of Obninsk brought eight protests against local acts of educational organizations of the city. During the inspection, it was found that the regulations on libraries in these institutions did not contain a direct ban on the distribution of extremist literature, and the procedure for reconciling the library fund and incoming literature with the Federal List of Extremist Materials was not determined.
On April 29, 2019, the prosecutor’s office of the Tula region reported that the prosecutor’s office of the Venevsky district had made submissions to the directors of the Rassvetskaya secondary school, Belkovsky and Kukuysky education centers. The libraries of these educational institutions did not have a federal list of extremist materials, and no reconciliation of funds and incoming literature with it was carried out. In addition, a submission was made to the chairman of the education committee of the district administration.
On April 11, 2019, the prosecutor's office of the Saratov region reported that the Rtishchevskaya interdistrict prosecutor's office made a submission to the director of Rtishchev's secondary school No. 4. The school library did not properly check the fund against the Federal List of Extremist Materials. The last reconciliation was carried out according to the Federal list, which numbered 4377 items, while at the time of the inspection by the prosecutor's office, it already included 4868 items.
On April 8, 2019, the prosecutor’s office of the Perm Territory reported that the prosecutor’s office of the Bardymsky municipal district during the audit found, among other things, that in nine schools “ proper reconciliation of the library fund with the Federal List of Extremist Materials, other information requested and restricted for children is not maintained .” School principals have been submitted.
On April 2, 2019, the Sevastopol prosecutor's office reported that the prosecutor's office of the Leninsky district had made submissions to the directors of secondary schools No. 4 and 38. In the school libraries of these institutions, checks were not made in a timely manner with the Federal List of Extremist Materials.
On March 31, 2019, the Prosecutor’s Office of the Ryazan Region reported that the Prosecutor’s Office of the Korablinsky District had made a submission to the director of Korablinskaya Secondary School No. was to consist of 4868 materials.
On February 22, 2019, the prosecutor's office of the Tomsk region reported that the prosecutor's office of the Pervomaisky district submitted a proposal to the head of the central library system of the district to eliminate violations of the law. During an audit in local libraries, it was found that in 2018 they did not verify the literature received and available in the collections with the Federal List of Extremist Materials.
On February 18, 2019, the prosecutor’s office of the Karachay-Cherkess Republic reported that the prosecutor’s office of the Malokarachaevsky district filed 15 lawsuits with the court to oblige school administrations to regularly update the Federal List of Extremist Materials. During the audit, it was found that the list in school libraries had not been updated since October 2018 - meanwhile, according to the prosecutor's office, in December it was replenished many times.
On February 18, 2019, the Volsk inter-district prosecutor's office of the Saratov region announced that it had filed protests against the provisions on the libraries of seven schools in Volsk. Local acts allowed the free formation of school library funds and did not contain a ban on the circulation of information products prohibited for distribution among children, and also did not determine the procedure for reconciling literature with the Federal List of Extremist Materials.
On January 29, 2019, the prosecutor’s office of the Tula region reported that the Bogoroditsk interdistrict prosecutor’s office had made representations to the leaders of secondary school No. 19 and education center No. 14. The audit showed that school No. 19 had a provision on the library, but it did not explicitly prohibit the distribution of extremist literature and the mandatory reconciliation of the library fund and incoming literature with the Federal List of Extremist Materials was not established. Moreover, the replenishment of the library fund was carried out not only in a centralized way, but also by receiving literature as a gift from individuals and from a public organization. At the same time, no order was issued to assign to a specific person the obligation to verify books received by the fund in this way with a list of extremist materials.
