Over the past year, more than 100 thousand ITSHNI have left Russia. We talked about where they went, in one of the recent issues . After the start of the war and mobilization, most of those who left made a stop in visa -free countries, but now many have thought about where to go further. In this issue, we will talk about six visas for ITSHNIKS, which it is quite possible to get specialists from Russia.

What a visa : Global Talent, or rather, its subtype - Tech Nation is a realistic option for moving to the UK. All specialists associated with the IT industry, and not just developers, can be submitted to it. And for this you do not need an offfer. But there is a nuance: this visa implies that the specialist has gone beyond his position and has some kind of impact on the market. A special commission confirms this status, evidence can serve as publications in the press, performances at conferences or menthism, but it is important that this practice has lasted over the past few years (we talked more about Global Talent Visa here ).
This visa is good in that it allows the owner almost everything is the same as citizenship. With it you can get a job or open a business. In addition, after the start of the war, on the website of Technation.io, an announcement appeared that developers from Ukraine, Russia and Belarus are priority in consideration of applications. Indeed, in practice, the execution of such a visa passes quite quickly: it usually takes several weeks to make a decision after submitting an application (there were cases when it took a couple of days). But the whole process, taking into account the collection of documents, can take from four months to six months.
Nuances: This visa is quite expensive, and it is almost impossible to get it independently, without the help of a lawyer. And even with a good lawyer, it will take several months to prepare the case, without his help it will be even more difficult to do due to a huge number of nuances in the documents required for a visa. The application itself costs 456 pounds, another 152 pounds will have to be paid for a visa. Another 624 pounds per year will cost a medical insurance per person. But the Dependent Partner can also get a visa by Global Talent - a spouse, partner and children. The work of a good lawyer will cost 5-6 thousand pounds.
How long to wait for citizenship: a visa involves obtaining a residence permit either as a promising talent or Exceptional Talent. What is the difference: the first visa - promising talent - is given to young specialists and gives a residence permit for a period of five years, after which a person can receive a permanent residence permit, and after another year - citizenship. Exceptional Talent allows you to do this in three years.
Other options: Skilled Worker is another visa that is suitable for ITSHNIKS. To get it, you need an offfer and a sponsorship certificate from a British employer. In practice, finding a job will be difficult, but possible. This visa is easier to get if you quickly prove your “influence on the market” will not work. But in order to find a job, it still needs a relatively extensive experience (Senior will make it much easier than a beginner). Another nuance: to obtain this visa, unlike Global Talent, it will be necessary to confirm the level of the language.

What a visa: Highly Skilled Migrants is a visa, thanks to which there were a lot of Russian -speaking ITSHNI in the Netherlands for this year. To get it, you need, in fact, to comply with only one condition - to get a job in an accredited Dutch company (here you can see their list ). An important condition: a salary for a specialist under 30 must be not lower than 3549 euros before deduction of taxes, for more adult employees - at least 4840 euros.
With the help of this visa, the Netherlands, for example, moved by companies with Russian roots that have long grown into a global business and managed to allow themselves to open offices here and transport the most valuable personnel (among them, for example, Jetbrains and Semrush). But you can find a job yourself: in the Netherlands there is, for example, the Booking, Netflix office or IKEA development center. There is another way-employment in one of the so-called Payroll companies. These are quite legal accredited companies, which for an additional collection of about 500 euros per month hire employees for others. There are even examples when entrepreneurs were satisfied with such companies and paid themselves a salary to get a visa and then apply for citizenship.
After receiving the offer, everything happens quickly: it usually takes a few days to about two weeks to make a decision on the immigration service. Compared to other European countries, the whole bureaucracy is minimized here, you can follow the entire process online.
The partner can also get a visa, and for this it is not necessary to make a marriage, it is enough to prove (using joint photos, armor in hotels or a total rental of an apartment) that relations exist.
Nuances : the visa gives an important bonus - the first five years, 70% of the salary is taxed with taxes, from the remaining 30% of them you can not pay. Plus, all passive income from other countries is not taxed (for example, renting an apartment or dividends).
How long to wait for citizenship : you can apply for citizenship with Highly Skilled Migrants in five years. But for this it will be necessary to pass an exam for knowledge of language and culture.

What kind of visa : from October 30, a new Digital Nomad program appeared in Portugal (a visa of the Digital Nomad). The main requirement for its receipt is the availability of remote work outside Portugal. This may be an employment contract with a company or an individual entrepreneur (contract for the provision of services). The minimum income should be at least 3040 euros per month after deduction of taxes. This amount is tied to the minimum wage in Portugal, a multiple of four (from January 1 - 760 euros).
In order to move with the family, it is necessary to confirm the availability of sufficient amount in the account in Portugal: the amount of an adult is 9120 euros (for 1 adult - 760 euros, for the second - 50% ⨉ 12 months), for children - 30% of this value.
Nuances : It should be borne in mind that there is no wide practice in obtaining digital Nomad in Portugal yet, since the program has recently been launched and the first applications have only received. But, most likely, there should be no problems with issuing visas, because Portugal is interested in people with salaries above the average who will spend money within the country.
In addition, due to the fact that the system is overloaded now, the queue for submitting documents to the migration service is six to seven months. That is, for some time you will have to live in Portugal without the opportunity to leave-but legally, if there is a date for the submission of documents.
How long to expect citizenship: from the moment of submission of documents you need to live in Portugal for five years, then you can be submitted to citizenship. The consideration procedure takes on average for another two years. The resident card is issued for two years, and it needs to be renewed until you apply for citizenship. It is not necessary to refuse Russian citizenship.
How much housing costs: the rental market in Portugal will overheat. Demand exceeds the supply several times and real estate prices have taken off. A small apartment in Lisbon will cost 1300-1400 euros per month. Housing for a family in Lisbon and its environs will cost at least 2000 euros. At the same time, there are queues for apartments, and the prepayment is asked for 6-12 months in advance.
What other options are there: part of the ITSHNIKS Last year, they were legalized under Article 90.2 as highly qualified specialists. To do this, it was necessary to find a job in Portugal with a salary above 1800 euros per month and have an apostilled diploma of higher education, which would coincide with the position under the working contract. What kind of visa: the most interesting program for ITSHNIKS is Blue Card (“Blue Card”). It is easier and relatively fastest to get. From the documents, a labor contract [with the company] in Germany will be required. This year, the salary amount was set from 58,400 euros per year (approximately 4870 euros per month). And for representatives of the demanded profiles, which includes ITSHNIKS, from 45,552 euros per year (or 3796 euros per month).
The package of documents also includes the translation of the diploma of higher education, at least a bachelor. The university should be included in the German base of accredited educational institutions Anabin - this is a separate extract. In addition, it is desirable that the specialty in the diploma moves with a specialty under the contract. Otherwise, there may be inconsistencies - the final decision by and large from the clerk that processes the documents. That is, if you have an offer for the position of a programmer, and you are a philosopher according to the diploma, then getting Blue Card can be difficult. Another uniform is filled in by the employer: the company number, the employee’s salary and other data are indicated there.
The applicant with all the documents goes to the German Embassy or, if he is in Russia, uses Visametric . Together with him, the documents can immediately submit the rest of the family. Processing is at the same time, and the rights will be the same as Blue Card, that is, the spouse or spouse will be able to work in Germany.
In practice, documents on Blue Card are now processed very quickly (there were cases when it took three working days). Then the applicant receives his passport back with a visa D, after which he must fly to the territory of Germany and continue the design process. It is advisable to do this as quickly as possible, because further the process can take a lot of time.
Visa D, which is issued at the embassy, is six months. Immediately after its receipt, it is worth starting to book a “queue” in several instances. For example, in the city hall, where they are registered at a specific address, as well as in Ausländramt (the line usually goes 2 months in advance). This agency is directly involved in the processing of documents of foreign citizens in the country. If you do not have time to do everything in six months, the visa burns.
For two years, Blue Card is tied to the employer. If it changes, you will have to re -sign up in Ausländramt and show a new contract. In case of dismissal, three months are given to search for a new job. After two years of the employer, you can change freely.
How long to wait for citizenship: you can get permanent residence in 33 months (a little less than 3 years) instead of 5 years, as is usually provided as part of other working visas. If you prove the knowledge of the German language at the level of B1, then the term is reduced from 33 months to 21. In order to obtain citizenship, according to current standards, you need to live in the country for 7 years, but now the legislation is changing. In particular, the law on dual citizenship should be released, which will allow German citizenship, without abandoning the previous one. Most likely, such an opportunity will appear in the next year or two.
Nuances: In Germany, unlike other EU countries, there are no quotas for the amount of Blue Card - but there is a tough competition among candidates, especially now. If earlier 3-5 IT specialists were applied to one position, now-from 10 to 50.
Life hack to search for work: buy a virtual German number that can be added in a resume along with the German address. Such resumes are not filtered by automatic HR systems and do not fall into the "basket". But to deceive the employer about his real location and knowledge of the language is not worth it.
How much housing costs: due to demand, the cost of renting even small apartments in Berlin can exceed 2000 euros, and they are in line. Since the remote is a fairly common topic, many prefer to live in the suburbs, but the prices there also rose very much. There are other problems. The lessor needs to provide the last three extracts about the salary, as well as a special document of the Schufa credit rating. It is issued after 2-3 months of stay in Germany after opening a bank account. Therefore, very often arrivals rent temporary housing in the apart-hotel, but not all of them will be ready to register you, so it is better to clarify this issue in advance.

What a visa: Digital Nomad program in Costa Rica appeared recently (it was launched only in August) and has not yet been formed. Most likely, this year there will be changes for the better. So far, it is issued for a year with the possibility of extending for another year, but it does not go “in offset” of a residence permit or citizenship. But during the year you can enter/leave without restrictions, open an account, etc. Another bonus is the lack of double taxation.
The minimum income per person should be $ 3000 per month. To transport the family (children and spouse, but not parents), you need to confirm the income of $ 4000. To pay for taxes within the country, you can open Trabajador Independiente - almost the same as becoming self -employed in Russia. Mandatory rate - 13%.
From the moment you submit documents, you have been issued by Expedient (applicant status). After that, you can be in the country without restrictions until the decision is made. The second stage is a resolution when the case is considered and the migration service gives consent/refusal or asks to make some changes (bring additional documents). In case of refusal, 10 days are provided to “restart the case”.
According to the law, 15 days should pass from the moment of submission of documents before making a decision. But this period has already increased to one month. In addition, you need to stand in line for receiving the card itself.
The nuances: the easiest way to get into Costa Rica last year was the program “Confusion for Refuge”. The status (plastic ID card) was given to everyone in a row-it was only necessary to write a statement, and without details and any evidence of undeniable conditions for providing refugee (in one of the statements the applicant simply wrote the phrase “no to war”). The status is valid until the interview, and its date, due to long queues, until recently, was scheduled even for 2032. The ID card must be confirmed two years later, and the date was prescribed on it when you can officially get a job (three months later) and open an account.
Many, including IT -Schools, came under this program. But it was greatly changed at the end of last year. Now there was a ban on leaving the country, and interviews began to be carried out immediately. The ID card period is reduced to a year, after which it must be extended if you have not yet passed the interview, and the work permit must be obtained by a separate procedure. The possibilities of living without restrictions have become less, so the same IT -schools are looking for ways to change the status, for example, on Digital Nomad. Apparently, Digital Nomad will also change a lot over time. Its validity can be increased by providing the opportunity to subsequently exchange a visa for a residence permit.

What kind of visa: in Luxembourg , a program of relocation of the technological business is valid, and the conditions for it are extremely loyal: it does not require the business to be innovative and unique. This means that completely different IT companies can participate in the program without any restrictions on the field of activity. However, it is unlikely to suit projects in the early stages - you must have at least MVP. Projects at the stage of ideas also have a chance, but most local officials who select applicants have rich business experience, so they quickly outline unrealistic fantasies.
Nuances: the process of relocation according to this program consists of several steps, each of which can be passed remotely or at the Luxembourg embassy in any country:
Why this program is suitable for IT specialists: there are several reasons.
First of all, the country has a favorable tax regime , which is an analogue of the IP Box regime - this is a preferential taxation of intellectual property. In Luxembourg, companies that sell IC implementation licenses can reduce the corporate tax to 5%.
In addition, in Luxembourg there are a huge number of grants that will allow you to develop your project. One of them is Young Innovative Company . It can be claimed by companies with revenue € 3000–4000 per month.

Утечка из «Еды» произошла по той же причине, и «Яндекс» потом признали потерпевшим.
Сама по себе эта утечка не несет больших угроз: в нее не попали пользовательские данные или пароли, нет там и обученных моделей. «По сути это довольно бесполезно, подходит для изучения кода, но запустить из этого свой „Яндекс“ не выйдет. В январе американское издание Motherboard Vice обнаружило данные российских солдат и их родственников в метаданных аудиофайлов из расследования The New York Times от сентября 2022 года. В этом резонансном расследовании журналисты NYT рассказали о тысячах звонков российских военных с фронта и опубликовали некоторые аудиозаписи телефонных разговоров. В них военные делились с родственниками критическими мыслями о войне. При скачивании этих аудиодорожек с сайта NYT журналисты Motherboard Vice обнаружили метаданные с контактами и именами военных и их родных, а также заметки фактчекеров NYT, проверявших подлинность дорожек. После обращения Motherboard Vice New York Times «почистил» файлы от этих данных и признал, что не до конца «очищенные» файлы были ошибкой.
